Summary of Minutes of the regular meeting of the City Commission held Monday, January 9, 2023 at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

City Clerk Bouck administered the Oath of Office to Mary Alsager and Boomer Wingard for the term January 1, 2023 through December 31, 2026.

Commissioner Perschbacher was elected Mayor for 2023.

Commissioner Alsager was elected Vice Mayor for 2023.

Approved Resolution Setting Time and Day of Regular Meetings.

Mayor Perschbacher read and presented proclamation in support of Peacemaking Recognition Day “January 16, 2023” to Laura Gourlay of Mount Pleasant Public Schools.

Accepted the agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:

5) Minutes of the regular meeting of the City Commission held December 12, 2022.

6) Isabella County Hazard Management Plan as presented.

Adjourned the meeting at 7:17 p.m.

Summary of Minutes of the Mt. Pleasant City Commission Meeting – July 25, 2022

Chief of Police Lauria introduced and swore in Police Officer Mike Williams.

Mt. Pleasant Schools Superintendent Jennifer Verleger gave a presentation regarding the school resource officer program and additional services needed.

Received petitions and communications.

Approved the following items on the Consent Calendar:

5) Minutes of the regular meeting of the City Commission held July 11, 2022.

6) Minutes of the closed session of the City Commission held July 11, 2022.

7) Awarded contract to Denali Construction of Mt. Pleasant, MI and budget amendment for the Nelson Park shop renovation project.

8) Awarded contract to Denali Construction of Mt. Pleasant, MI for Island Park Restroom addition.

9) Received proposed ordinance amendment to §154.410.B.4 of the Mt. Pleasant Zoning Ordinances regarding registered student organization dwellings and set a public hearing for August 22, 2022.

10) Received proposed ordinance amendment to §154.410.C.2.B and Table 154.410.A of the Mt. Pleasant Zoning Ordinances regarding group “B” special regulated uses and set a public hearing for August 22, 2022.

11) Warrants and Payrolls.

Approved a budget amendment for the purchase, setup and installation of Microsoft Office 365 and Barracuda SPAM and web filtering services.

Condolence letter which has been sent to Sister City Okaya, Japan was read aloud.

Approved and conducted a closed session.

Adjourned the meeting at 8:25 p.m.

Officer Darryl Johns was introduced as the City’s newest Police Officer and sworn in by Chief of Police Lauria.

(9) Minutes of the closed session of the City Commission held January 24, 2022.

(10) Received recommended text change to Section 154.414 of the City of Mt. Pleasant Zoning Ordinances to update band sign standards and delete reference to downtown Mt. Pleasant signage design guidelines and set a public hearing for Monday, March 14, 2022 at 7:00 p.m. on same.

 (11) Removed from the agenda.

(12) Bid of Insight Pipe Contracting of Harmony, PA for the 2022 Sewer Relining Project and budget amendment for same.

(13) Warrants and Payrolls.

Held a public hearing on Special Assessment District 1-22, reconstruct the alley in the block between Michigan, Main, Broadway & University in the City and adopted Resolution #5 as presented.

Held a public hearing on Special Assessment District 2-22, reconstruct the alley between Broadway and Michigan from University to 115.5 feet east of Franklin in the City and adopted Resolution #5 as presented.

Held a Work Session discussion on the City’s Medical Marihuana Facilities and Adult-Use Marihuana Establishments ordinances.

Held a Work Session discussion on Childcare Stabilization Grant expenses.

Adjourned the meeting at 9:13 p.m.

City Commissioners Take Oath of Office; Mayor and Vice Mayor Elected

At tonight’s City Commission meeting, newly elected commissioners, William Joseph and Olivia Cyman were given the oath of office by Interim City Clerk Chris Saladine. Immediately following, William Joseph was elected mayor and Amy Perschbacher was elected vice mayor.
