Summary of Minutes of the regular meeting of the City Commission held Monday, May 11, 2026, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Introduced Public Safety Crisis Liaison Kate Mitchell.

Mayor Wingard read and presented a proclamation recognizing May 17 through 23, 2026 National Public Works Week.

Approved the Agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:

3) Minutes of the regular meeting of the CC held April 27, 2026;

4) Approval of fourth amendment to the existing agreement with Isabella County regarding the operation and management of the MRF;

5) Renewal of MMRMA insurance coverage for the period of July 1, 2026, through June 30, 2027;

6) Award contract for 2026 Non-Destructive Condition Assessment of Water Main Transmission Lines contract to Mueller of Atlanta, GA on a unit-price basis;

7) Payrolls & Warrants. Held a Public Hearing and passed, ordained and ordered published Ordinance No. 1112, an Ordinance amending Table 154.405.A District Standards: SD-I Industrial Special District pertaining to Screens, to increase the maximum screen height not at Frontage or Adjacent to Civic Space from six feet to eight feet.

Contract with BS&A Software to upgrade accounting software from .NET version to Cloud version.

No action taken on 2026 millage rate.

Held a Work Session discussion on proposed 2027 – 2032 CIP

Adjourned the meeting at 8:06 p.m.

Public Safety Expo Brings Live Demonstrations and Family Activities Downtown

Residents are invited to attend the 2nd Annual Public Safety Expo on May 16 from 11 a.m. to 2 p.m. at Town Center (Main/Broadway) for a free, family-friendly event showcasing the agencies, equipment and partnerships that help keep the Mt. Pleasant community safe every day.

As part of the event setup, an overturned vehicle used for an accident reconstruction demonstration will be placed in the City Hall parking lot prior to the start of the expo, including overnight before the event. The vehicle display is intentional and part of the planned educational programming for the Public Safety Expo. The Mt. Pleasant Police Department is aware of the setup as part of the planned event.

Hosted in partnership with ServPro and Discount Towing, the event will feature live demonstrations, emergency vehicles, educational displays and opportunities to meet first responders and public safety professionals from across the region.

Opening ceremonies will begin at 11:15 a.m. with the National Anthem performed by Brian Eldred and a flag presentation by the Central Michigan University Army Reserve Officers Training Corps (ROTC).

Scheduled demonstrations throughout the event include:

  • 11:30 a.m. to 12:00 p.m. – K-9 demonstration
  • 12:00 p.m. to 12:30 p.m. – Vehicle extrication (“car cutting”) demonstration
  • 12:30 to 1:00 p.m. – K-9 demonstration
  • 1:00 – 2:00 p.m. – Accident reconstruction demonstration

A medical helicopter is also expected to visit the event, weather and emergency response conditions permitting.

Several local food vendors and community partners will be providing complimentary and discounted refreshments during the expo, including:

  • Pisanello’s Pizza featuring $2.50 pizza slices
  • GreenTree Co-op offering free assorted bakery items
  • Dunkin’ providing free donuts and coffee
  • I Scream Ice Cream Truck serving free ice cream, root beer floats and Boston coolers

Community members of all ages are encouraged to attend to learn more about public safety services, emergency response operations and the collaborative partnerships that support the Mt. Pleasant community.

Does your homeowner’s insurance cover sewer backups?

Homeowner’s insurance helps protect your home, but sewer backups are often not covered under a standard policy. A sewer backup can cause serious damage to floors, walls, furniture, and personal belongings, and repairs can be expensive. Reviewing your coverage now, before a problem occurs, is a simple way to avoid an unwelcome surprise.

In most cases, sewer or drain backup coverage is an optional add-on to your homeowner’s insurance. If you are not sure what your current policy includes, the easiest step is to call your insurance agent and ask.

It is also worth knowing the difference between sewer backup coverage and flood insurance. Flood insurance covers water entering your home from outside, such as heavy rain or rising water levels. Sewer backup coverage applies when wastewater comes up through drains or toilets inside the home. They address different situations, and some households may benefit from having both.

You may also want to ask your agent about service line coverage, sometimes called sewer lateral coverage. The sewer lateral is the pipe running from your home to the City’s main sewer line, and homeowners are generally responsible for the portion on their property. Repairs to that pipe can be costly, and some insurers offer this protection as an add-on.

When you speak with your insurance agent, consider asking:

  • Does my policy cover sewer or drain backups?
  • If not, how much does it cost to add?
  • Do I have flood insurance, and how is it different from sewer backup coverage?
  • Is there coverage available for my sewer lateral?

Sewer backups can happen for a variety of reasons, including heavy rainfall, aging infrastructure, or items that were flushed or poured down drains. The City is committed to maintaining the public sewer system and works to address issues as they arise. Even so, backups can occasionally occur, and having the right coverage in place is one of the best ways to protect your home and your finances.

Youth Police Academy Enrollment Open for Summer 2026

The 25th Youth Police Academy is scheduled for July 13 – 30, 2026, (Monday – Thursday) from 9 a.m. – 3 p.m. This free, fun, and interactive program offers youth going into grades 6th-8th, an up-close view of the skills and necessary training needed for law enforcement officials.

Mt. Pleasant Police Officers conduct the program in the manner of a real police academy with values such as teamwork, integrity, compassion, and discipline being stressed. Cadets are required to participate in physical training and complete the same agility tests given to recruits during a standard police academy.

In addition to physical training, the daily curriculum includes hands-on learning, field trips and demonstrations by specialized units such as the Emergency Services Team, K-9 and DNR. Classroom topics encompass crime scene investigations, traffic stops, marine patrol activities, firearms safety, first aid and CPR, and much more.

Applications are now available at Mt. Pleasant Public Schools and the Division of Public Safety, 804 E. High Street, from 8:00 a.m. – 4:30 p.m. The application deadline is June 5, 2026.
