On August 4, the State Primary Election was held, along with a city partial term election to elect one individual to the Mt. Pleasant city commission. Hanna Demerath was elected to the city commission and will begin serving the partial term, which runs from August 5, 2026, through December 31, 2028.

Thank you to our dedicated city staff and election inspectors for their incredible work and dedication to the electoral process. We also thank Central Michigan University for hosting the early voting site and Mt. Pleasant Public Schools for providing the election day polling locations.

Summary of Minutes of the regular meeting of the City Commission held Monday, July 13, 2026, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the Agenda as presented.

Received petitions and communications.

Approved the Consent Calendar as amended.

Approved the following items on the Consent Calendar:

5) Minutes of the regular meeting of the City Commission held June 22, 2026;

6) Minutes of the closed session of the City Commission held June 22, 2026;

7) Removed from Consent Calendar;

8) Purchase of mobile electric generator for the Water Department from Americas Generators, Inc.;

9) Payrolls & Warrants.

Approved a resolution authorizing the issuance of up to $30,000,000 of revenue bonds for Water Plant Improvement project.

Approved the contract awards for the WTP Pump Storage Improvements Project to Sorensen Gross; the Ranny Well Lateral Rehabilitation and Installation Project to Reynolds Construction; and the 2027 Galvanized Service Line Replacements to The Isbella Corporation; authorized execution of the contract documents for each project; approved any necessary budget amendments; and adopted the resolution formalizing these awards.

Approved the Professional Services Agreement with Fishbeck for Phase II Construction Engineering Services, along with an amendment to the Water Department budget as necessary to cover these services during the construction period beginning later this year.

Moved to support the removal and construction of an at-grade entrance for City Hall Upper South Walkway as recommended by staff.

Directed staff to draft a resolution to include a statement of conflict of interest and opportunity of recusal as a standing item on the agenda.

Directed staff to prepare a survey of City Boards and Commissions using questions as recommended by the Appointments Committee.

Commissioner Skalitzky recused himself from consideration of Broadway Theater Request for Club License. Approved the Broadway Theater Request for Club License.

Mayor Wingard was recused from the vote of Item #4. Moved to add a discussion of Item #4 in connection with the Tenants’ Rights Committee to the next meeting agenda.

Approved and conducted a Closed Session pursuant to subsection 8(1)(e) of the Open Meetings Act to consult with the City Attorney regarding trial or settlement strategy.

Approved the Stipulation Order dismissing Defendant City of Mt. Pleasant only, without prejudice and without cost, in connection with pending litigation involving Mission Street Holding LLC vs DJK Land Company et al. Isabella County Circuit Court Case No. 25-21059-CH as recommended by legal counsel.

Adjourned the meeting at 9:28 pm.

Received proposed Ordinance to amend Title VII: TRAFFIC CODE, Chapter 72: BICYCLES of the City’s Code of Ordinances regarding the use of motorized bikes and scooters on City owned trails and set a public hearing for Tuesday, May 27, 2025, at 7:00 p.m. on same.

Approved updates to the MERS Adoption Agreement & Plan Addendum documents.

Authorized Director of Public Safety Paul Lauria to work with the City Attorney to draft a contract to provide limited police services to the Village of Lake Isabella with language that there will be no disruption in police services to the City.

City Completes Stakeholder Economic Development Discussions

Why pursue business development in Mt. Pleasant?

For the past few months city staff posed this question to more than 20 area developers, real estate brokers and financial professionals. Topics discussed in these one-on-one economic development conversations included the city’s current building and zoning policies, processes, and infrastructure.

Information stemming from these valuable dialogues will be forwarded to the Planning Commission for their review over the next year.

Topics include (but are not limited to):

Applications requiring special Planning Commission approval.
Alterations/expansions of current buildings.
Special rules for large or auto-oriented businesses, such as drive-throughs, gas stations and big box retailers.
More design requirement flexibility within commercial and residential districts.
Allowing multi-uses within single lots.
Rules that regulate what types of businesses can be conducted within homes.
E-commerce fulfillment centers.
Wholesale versus retail zoning requirements.

The Planning Commission meets every fourth Thursday of the month at 7 p.m. at City Hall (320 W. Broadway Street). Meetings can also be viewed on Zoom, the City’s YouTube Channel or live on Channel 188. Meetings are rebroadcast daily at 7 a.m. and 8 p.m. (two weeks following the meeting date).
