Town Center Project and Parking Lot 3 Reconstruction

PROJECT OVERVIEW

This downtown project will transform an underutilized space into a vibrant, multi-functional, and universally accessible area, encouraging year-round events, activities, and social interaction. See project rendering below.

Key elements of the project include:

  • parking lot reconstruction with 18 additional spaces and EV charging stations,
  • a multi-purpose community hub for gatherings and events, expansive green space with enhanced urban greenery, universal accessibility design, green infrastructure, and sustainability measures,
  • addition of on-street parking spaces,
  • upgraded electrical infrastructure,
  • accessible public restrooms,
  • enhanced pedestrian lighting, and comprehensive site amenities.

When will construction related to the town center project begin, and how long is it expected to last?

Construction is set to begin by April 22, 2024, with an anticipated completion date of August 29, 2024. Parking lot 3 and 10 will be closed until August 29, 2024.

Where can we park during construction?

There are 11 City parking lots for staff, customers, and renters to utilize during the construction. See the map below.

Is there a plan for accommodating ADA parking during the construction period?

Yes. All 11 City parking lots, have ADA parking spaces available as well as an on-street ADA parking space on both East Broadway and East Illinois street. Additionally, the sidewalks on the south side of Broadway and east side of Main Street will remain ADA accessible.

Are measures being taken to ensure the safety of pedestrians, drivers, and the construction team?

Yes. Access to the site will be limited during the project. The public will be able to observe the project’s progress from a safe distance.

Will there be any temporary closures or detours planned during the construction, and if so, where can we find information about them?

Construction will be contained to the site, and additional street closures will be limited, except for periodic equipment staging. Traffic from the Mosher Street “curve” or “connector” will be rerouted onto Main and Washington.

Information about the project, including temporary street closures or detours, will be provided on the City’s website, blog, and social media channels, such as Facebook, Twitter, and Instagram.

Are there any noise restrictions or construction hour limitations in place to minimize disturbance to residents and businesses?

Yes. Construction will be limited to Monday through Saturday, from 7:00 a.m. to 7:00 p.m.

PUBLIC TRANSPORTATION AND DELIVERIES

Will construction impact public transportation routes and stops in the downtown area?

No. Door-to-door service from I-RIDE will remain intact, with the only exception being temporary road closures during equipment staging.

Will construction impact delivery routes and stops in the downtown area?

No. Deliveries will not be impacted, except for temporary road closures during equipment staging.

Street Reconstruction Projects to Begin June 1

Two street reconstruction projects are slated to begin on June 1, 2023 with a projected completion date of August 2, 2023. Improvements will be made to the following areas:

  • Gaylord Street between Washington and University Street
  • Palmer Street between Main and University Street

During reconstruction the asphalt pavement, curbs, gutters, sidewalk and handicap access ramps will be removed and replaced. Some storm sewer work will also take place.

Driveway Access will be maintained as much as possible. At times residents may need to park on a side street.  Advanced notification will be provided via a door tag.

Garbage Collection: Residents will need to bring their garbage cans and recycling to the nearest side street while their block is under construction. The Contractor can offer assistance, if needed.

Mail delivery will not be affected. 

Water Service:  Interruptions to water service is not anticipated.

Illinois Street Improvement Project to Begin June 6

The Illinois Street reconstruction project will begin on Monday, June 6 and continue through Saturday, August 13, 2022. Illinois Street and sidewalks will be closed from Fancher to Main Street. Illinois Street will only be open to local traffic, no through traffic will be permitted.

This project includes the removal and replacement of existing asphalt, road base, curb, sidewalk and handicap access ramps. Storm sewer installation will be completed in some areas. New streetscape will be installed between and Main and Franklin, and pedestrian lighting will be added to the north side of Illinois Street between Main and Fancher.

Downtown Parking Lot Improvement Projects to Begin July 23

Beginning July 23, parking lot #6, located on Illinois Street between Main and University and parking lot #8, a permit lot located on Lansing Street between Broadway and Michigan will be closed due to reconstruction. Both lots will receive new pavement, curbs and gutters, drive approaches, sidewalk, a new storm sewer including an underground detention system as well as other amenities.

Permit holders are requested to park in lot #7, located at the NE corner of University and Illinois, behind Listening Ear and The Bird Bar and Grill or in lot #5, located at the SE corner of Michigan and Washington, behind the old Ward Theatre.

This project is expected to be completed by September 17.

Road and Parking Lot Improvement Projects to Begin June 7

The Gaylord Street reconstruction project will begin on Monday, June 7 and continue through Saturday, July 31, 2021. Gaylord Street and sidewalks will be closed from Mission Street to Fancher Street. Gaylord Street will only be open to local traffic, no thru traffic permitted.

Kinney Street, Arnold Street and adjacent alleys will also be closed at Gaylord Street for the duration of the project.

The mill and resurface project for the Division of Public Safety’s parking lots is scheduled from June 7 – June 25, 2021. The public may park across High street in the southeast corner of the Ric’s Grocery store parking lot.

Downtown planter removal project begins June 22; Periodic parking space and street closures to occur

Beginning June 22, the City of Mt. Pleasant will remove the 42 round cement planters along the streets of downtown. Planters on Main Street will be removed first, followed by those on Broadway Street. Periodic parking space and street closures will occur throughout the project to accommodate the necessary equipment.

After the planters are removed, spaces will be filled with turf, concrete or brick pavers, depending on the location.

The project will conclude July 13.

Chippewa Street reconstruction begins June 4

Reconstruction of Chippewa Street between Mission and Brown streets will begin Monday, June 4, and continue through Friday, July 13. The road will be closed to through traffic, but businesses will remain open and accessible.
