Approved the following items on the Consent Calendar:

1) Minutes of the regular meeting of the City Commission held October 11, 2021.

2) Minutes of the closed session of the City Commission held October 11, 2021.

3) Bid of Tokio Marine HCC for 2022 stop loss coverage insurance.

4) S.A. 2-21 Resolution #4 to set a public hearing for November 8, 2021 on the PSD special assessment roll.

5) Updates to the PACT Policies as presented.

6) Warrants and Payrolls.

Held a public hearing and approved Resolution for transfer of the IFT from Dayco to MAC LTT as presented. (CC Exh. 13-2021)

Authorized the Mayor and Clerk to sign the IFT Agreement with MAC LTT as presented.

Approved a budget allocation from the Unassigned Fund Balance for the purchase and operation of an outdoor ice rink.

Approved a budget amendment from the Motor Pool Fund Balance for the repairs for the vactor truck.

Held a work session discussion on potential pedal trolley ordinance.

Adjourned the meeting at 8:49 p.m.

Trick or Treating Safety Reminders and Pumpkin Promenade Fun

The City of Mt. Pleasant’s Trick-or-Treating hours are 6 – 8 p.m. on October 31. Please remember the following safety tips.

  • Remain on well-lit streets, and use sidewalks.
  • A parent or responsible adult should always accompany young children.
  • Look both ways before crossing the street, and use crosswalks.
  • Carry a flashlight and/or wear reflective clothing.

Guidance from the Center for Disease Control (CDC):

At the end of September, the CDC provided this Halloween guidance:

  • Trick-or-treat outside, in small groups.
  • Avoid crowded, large indoor Halloween parties.
  • Mask up.
  • Social distance.
  • Properly wash hands.

Pumpkin Promenade to Provide Happy Haunting

The Pumpkin Promenade is scheduled for Friday, October 29 from 4-6 p.m. in downtown Mt. Pleasant. Children 12 years and under are invited to dress in their Halloween costumes, trick-or-treat outside of downtown businesses, and enjoy kid-friendly outdoor activities at Town Center.

Mayor Joseph read a proclamation recognizing October 11, 2021 as Indigenous Peoples’ Day.

Received petitions and communications.

Approved the following items on the Consent Calendar:

1) Minutes of the electronically conducted regular meeting of the City Commission held September 27, 2021.

2) Bid of ProComm of Mt. Pleasant, MI for the purchase of 12 portable 800 Mhz radios and the appropriate budget amendment.

3) Received Amended Application from MAC LTT and set public hearing on same for Monday, October 25, 2021 at 7:00 p.m.

4) Allocation of $10,000 to the Mid-Michigan Aquatic Recreational Authority for start-up funds contingent on similar approval from the other two partners and the appropriate budget amendment as presented.

5) MDOT resolution authorizing a contract amendment to include wetland delineation services.

6) Contract amendment with Mead and Hunt for wetland delineation services.

7) Appointment of Aaron Desentz to replace Nancy Ridley on the Airport Joint Operations and Management Board effective immediately and to the remaining boards and commissions as presented effective November 1, 2021.

Held a public hearing on S.A. #1-2021 regarding pedestrian lighting and approved Resolution #5 for approval of the roll and setting of payment terms for the special assessment district.

Confirmed the reallocation and carryover of existing vacancy savings in 2021 to be used for a one-year contract with R.I.S.E. Advocacy, Inc.

Commissioner Cyman was appointed to fill the vacant seat on the Appointments Committee.

Authorized a bonus for current City Manager Nancy Ridley.

Approved and conducted a closed session pursuant to subsection 8(c) of the Open Meetings Act for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement.

Approved the labor agreement with Paid On-Call Firefighters (POCF).

Held Work Session Discussions on 2022 Operating Budget and outdoor ice rink options.

Adjourned the meeting at 9:15 p.m.

Election Day – November 2, 2021

On November 2, 2021 an election will be held to elect three individuals to the Mt. Pleasant City Commission as well as consider a bonding proposal for the Mt. Pleasant Public Schools.

Precinct Consolidation:

Please note precinct locations for this November 2, 2021 election.

  • Precinct 2 (City Hall): Voters from Precinct 1 (Ganiard) and Precinct 2 will vote at City Hall.
  • Precinct 3 (Pullen): Voters from Precinct 4 (High School) and Precinct 3 will vote at Pullen.
  • Precinct 6 (Vowles): Voters from Precinct 5 (Kinney) and Precinct 6 and Precinct 7 (Fancher) will vote at Vowles.

Permanent Absentee Voters:

Permanent absentee voters have been mailed an application for a ballot. If you wish to vote in this election you must return the application by 5 p.m. on Friday, October 29, 2021. A ballot will then be mailed to you. Ballots can be mailed to the City Clerk’s office (320 W. Broadway Street) or placed in the ballot drop box located in the City Hall parking lot.

Absentee Voting:

For those not on the Permanent Absentee Voter list, you can submit a request for an absentee ballot to the City Clerk’s office by mail, or email (clerk@mt-pleasant.org). This must be completed by 5 p.m. on Friday, October 29, 2021.

Absentee voting at the Clerk’s Office is available on Saturday, October 30, 2021 from 8 a.m. – 4 p.m. or Monday, November 1, 2021 from 8 a.m. – 4 p.m.

Voter Registration:

If you are currently not registered to vote, you can register online at  https://mvic.sos.state.mi.us/ or mail in the registration voter application found online. This must be completed by October 18, 2021.

After October 18, 2021 voter registration will be available at the City Clerk’s office. Please bring a proof of residency and a photo ID. This can be done until 8 p.m. on Tuesday, November 2, 2021.

Nancy Ridley to Retire

When Nancy Ridley moved to Mt. Pleasant as a Central Michigan University student, she never imagined she would later become City Manager and oversee the multiple services provided to residents. After graduating from CMU with both a bachelor’s and master’s degree in Finance, Nancy remained on campus to continue her work in the finance area. Then in 1997, Nancy joined the City of Mt. Pleasant to fill the Finance Director role. In 2014, she was appointed City Manager.

When asked what prompts someone to seek out a career in municipal government Ridley replied, “Local government, although challenging at times, is very rewarding because you are able to see the results of your work, every single day.” She continued, “Whether it is the water that comes out of our faucets, the condition of the streets and sidewalks, an extensive park system, public safety, redevelopment projects, or trash and recycling programs, these functions all serve as reminders of what we, as local government, are tasked with on a daily basis.” 

Although water, streets, public safety and parks are a part of a resident’s daily experience, there is nothing routine about assuring these services are uninterrupted and of high quality. During her tenure as City Manager, more than $10 million was earmarked towards capital improvement projects for streets, water, sewer and the airport. Curbside recycling for rooming houses and multi-family residences was expanded, intersection and pedestrian lighting was enhanced throughout the city, 25 more miles to the sidewalk snow removal program were added, park amenities were upgraded, and accessibility was improved by constructing more sidewalks and bike routes. In addition, after receiving public input, the City Master Plan 2050 was developed and adopted, and the completion of the West Broadway Revitalization Project took place with the recent construction of the Broadway Lofts.

There are many challenges to being a City Manager, Ridley observed, “The biggest undertaking is meeting the needs of various groups such as; elected City Commissioners, city staff, residents/businesses and community partners. They all play vital roles, and balancing the needs of each group is extremely important and is not possible without strong partnerships.”

Throughout her past 7 years as City Manager, Ridley has strengthened affiliations with Central Michigan University, the Central Michigan District Health Department, Isabella County, Mt. Pleasant Public Schools, the Saginaw Chippewa Indian Tribe and Union Township. A sampling of positive results flowing from this enhanced collaboration include: improving relationships between college students and residents in neighborhoods north of campus; four new grid streets connected to Mission Street to enhance safety; extending the non-motorized path through the south end of campus safely connecting Deerfield and Broomfield Roads; a cooperative COVID-19 response strategy; the establishment of Hannah’s Dog Park; the formation of both the Airport Joint Operations and Management Board and the Mid-Michigan Aquatic Recreational Authority.

Communication with community partners is key, and is also a major driver in the overall city staff culture set by Ridley. Reflecting on working with city staff Ridley shared, “I have enjoyed watching the growth and ingenuity of our staff members. We have been handed some tough issues and projects throughout the years and it always impressed me how staff, fueled by their dedication to city residents, would find creative solutions.”

Mt. Pleasant Police and Fire Departments Respond to Report of Smoke at the Middle School

On October 6 at 8:36 a.m., the Mount Pleasant Fire Department (MPFD) responded to a report of smoke at the Middle School – 440 S. Bradley Street.

Upon arrival, police and fire personnel immediately detected a small fire in a second story restroom, and extinguished the flames with fire extinguishers.

The south section of the second story hallway and restroom sustained light to moderate smoke damage.  All staff and students were safely evacuated and dismissed for the day so clean-up can be completed.

No injuries were sustained to students, faculty, staff or first responders. The MPFD is investigating the cause of the fire. 

The MPFD was assisted by the Mt. Pleasant Police Department and Central Dispatch.
