Summary of Minutes of the electronically conducted regular meeting of the City Commission held Monday, October 26, 2020, at 7:00 p.m.

Fire Chief Beltinck gave a presentation on the Fire Department.

Received petitions and communications.

Approved the following items on the Consent Calendar:

1) Minutes of the electronically conducted regular meeting of the City Commission held October 12, 2020.

2) Minutes of the electronically conducted Closed session held October 12, 2020.

3) Authorized extension of the agreement with Coyne Oil for the purchase of fuel until December 31, 2025 as presented.

4) Authorized the Mayor and City Clerk to sign an agreement with Alltel Corporation for co-location on the cell tower at 805 S. Bradley.

5) Resolution authorizing the Mayor and Clerk to sign the amended Street Lighting Contract with Consumers Energy for the removal of a street light near 700 Edgewood Drive.

6) Set a public hearing for November 23, 2020 on the expected Planning Commission recommendation to amend Section 154.405.A to update standards in the CD-3L, CD-3 and CD-4 zoning districts regarding residential housing standards.

 7) Warrants and Payrolls.

Approved the resolution adopting the Articles of Incorporation for the Mid-Michigan Aquatic Recreational Authority as presented.

Approved extending the authority of utility billing staff to set up payment plans until March 31, 2021 and support the reinstatement of water shut-offs beginning December, 2020.

Approved the electronic participation procedures for virtual meetings as presented. (CC Exh 13-2020)

Held a work session discussion on the 2050 Master Plan.

Adjourned the meeting at 9:40 p.m.

In an effort to slow the spread of COVID-19, the City of Mt. Pleasant is following federal, state and county health officials’ recommendations while still providing valuable City services.

Even though the City Commission meeting will take place as scheduled, it will be an electronically conducted meeting as allowed by Michigan Senate Bill 1108, allowing public bodies to meet remotely. City Commission Chambers will be closed to the public.

Summary of Minutes of the regular meeting of the City Commission held Monday, June 24, 2019, at 7:00 p.m., in the City Commission Room.

Received petitions and communications.

Approved the following items on the Consent Calendar:

1) Minutes of the regular meeting of the City Commission held June 10, 2019.

2) Bid of Krapohl Ford of Mt. Pleasant, MI for the purchase of two police patrol vehicles.

3) Bid of Peerless-Midwest, Inc. of Ionia, MI for the retrofitting Well #17 project.

4) Award the contract for lime residuals removal to Rocky Ridge Development, LLC of Sylvania, OH.

5) Award contract for the 1MG Reservoir Bypass Project to L.D. Docsa of Kalamazoo, MI.

6) Award contract for the rotating biological contractor replacement to American Resource Recovery Services of Sparta, MI.

7) Accept ownership of the parcel containing the detention pond in Industrial Park South from the EDC.

8) Resolution regarding Industrial Park South grant as presented.

9) Set a public hearing for July 8, 2019 at 7:00 p.m. at the Mt. Pleasant City Hall, City Commission Chambers on the application by Gursky Limited, LLC for a CDBG RLF loan.

Approved the contract amendment with McGuirk Sand and Gravel and the appropriate budget amendment as presented for the 2019 Broadway Street Reconstruction project.

Approved a contract amendment with Gawne Trucking for biosolids removal.

Approved Resolution #3 to proceed with improvements; and Resolution #4 to accept the special assessment roll and set public hearing for July 8, 2019 at 7:00 p.m. regarding said roll.

Approved the recommendation to maintain the current four-lane configuration of West Pickard Street within the city limits.

Endorsed the conceptual plan for the future use and conceptual design of the CMU Smartzone land.

Endorsed the concept of utilizing a municipal investment advisor for non-pension fund investments.

Conducted a work session discussion regarding the potential development on 410 W. Broadway Street.

Public hearing on snow and ice removal scheduled – October 8, 2018

The City Commission is seeking public input on the draft ordinance to amend Section 98.37 of the Mt. Pleasant City Code regarding snow and ice removal for commercial, industrial and residential properties.

After numerous City Commission work sessions, a draft still requiring commercial and industrial properties to clear the sidewalks within 18 hours, would also include the following provisions:

  • Utilizes the definitions from the General Property Tax Act to identify commercial, industrial and residential properties.
  • Provides 48 hours after the cessation of snow for clearing of residential sidewalks.
  • Includes provisions for clearing sidewalks in the event of continuous snow fall.
  • In addition to the ability to issue a municipal civil infraction, the language includes a provision for costs to be added as a lien on the tax bill if the City clears the sidewalk.
  • Indicates that enforcement for residential properties would begin in November 2019, providing one year to educate residential property owners on the change.

The City Commission will hold a public hearing on the draft ordinance on Monday, October 8 at 7 p.m. at City Hall, 320 W. Broadway Street.  After the hearing, the City Commission will determine the next preferred steps.
