Summary of Minutes of the regular meeting of the City Commission held Monday, August 28, 2023, at 7:00 p.m. in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Received petitions and communications.

Approved the following items on the Consent Calendar:  

5) Minutes of the regular meeting of the City Commission held August 14, 2023.

6) Amendments to the PSA with Mead & Hunt for Taxiway A Rehabilitation and authorized the Mayor and City Clerk to sign the Agreement.

7) Authorized the City Manager to digitally sign the MDOT contract amendment 2022-0858 for Taxiway A Rehabilitation Project design.

8) Allocation of $25,000 in funding from the City’s HODAG funds for Round 8 of the Michigan State Housing Development Authority (MSHDA) Neighborhood Enhancement Program to be used for two (2) additional projects outside of the current year budget.

9) Payrolls and Warrants.

Approved PILOT proposal at 410 Mill St. and 200 Walnut St. from Spire Development.

Held a work session discussion on EV Charging Stations.

Adjourned the meeting at 8:26 p.m.

Absentee Ballot Changes Due to Prop 2

As a result of Proposition 2-22 passing in November 2022, the process of obtaining an absentee ballot has changed. Voters now have the option of automatically receiving a ballot rather than an Application for Absentee Ballot by request.

Permanent absentee voters were mailed an application for the November Election, and an educational insert regarding this absentee ballot change. To automatically receive a ballot for future elections, voters must check the box on the application. Individuals are responsible for mailing address updates. Ballots will be mailed approximately 45 days prior to an election.

If you wish to continue the Application for Absentee Ballot before each election, no action is required at this time.

PLEASE NOTE: All election materials now have pre-paid postage, per Proposition 2-22.

Applications may also be delivered to the Clerk’s Office at City Hall, (320 W. Broadway Street), or placed in the election drop box outside the entrance of City Hall.

8) Minutes of the closed session of the City Commission held July 24, 2023.

9) Payrolls and Warrants.

Held a public hearing and passed, ordained and ordered published Ordinance 1089, an Ordinance to adopt the 2021 International Property Maintenance Code (IPMC) and amend Title IX: GENERAL REGULATIONS; Chapter 96. NUISANCES; Title XV: LAND USAGE, Chapter 150. BUILDING REGULATIONS and Chapter 152. HOUSING LICENSING CODE of the Mt. Pleasant City Code to align with the new property maintenance standards.

Appointed Mayor Perschbacher as the voting delegate and Vice Mayor Alsager as alternate for the MML 2023 Annual Convention.

Approved the MI-LEO Michigan Community Center Grant Resolution and directed staff to sign all grant documentation as necessary.

Directed staff to negotiate terms of the proposed PILOT at 410 Mill St. and 200 Walnut St.

Adjourned the meeting at 8:31 p.m.
