Summary of Minutes of the Mt. Pleasant City Commission Meeting – 4/22/2024

Summary of Minutes of the regular meeting of the City Commission held Monday, April 22, 2024, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Mayor Perschbacher read and presented a proclamation recognizing Workers Memorial Day April 28, 2024.

Planning & Community Development Director Manuela Powidayko and Mayor Perschbacher presented Certificates of Completion to the 2024 Mt. Pleasant Citizens’ Academy participants.

Approved the agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:

6) Minutes of the regular meeting of the City Commission held April 8, 2024.

7) Resolution authorizing a 2024 Mt. Pleasant Area Community Foundation (MPACF) grant application for Town Center civic space amenities.

8) Resolution in support of final approval of TCO #1-2024.

9) Set a public hearing for May 13, 2024 at 7:00 p.m. for Development District (DDA) License for Narrativality Artisan Coffee Roasters, LLC..

10) Contract with Bornor Restoration, Inc. of Lansing, MI for DPS – Masonry Screen Wall project.

11) Warrants and payrolls.

Approved a contract with Placer.ai for one year of access and a budget amendment for the same and a budget amendment for the internship program.

Adopted the 2025 Goals and Objectives.

Director Lauria provided an overview of suggested changes to the current draft Managed Natural Landscaping Ordinance. Commissioner consensus ruled against any form of registration and the term “Managed” versus “Planned.”

Appointed Mayor Perschbacher as the City representative to the County Tax Allocation Board.

Conducted work session discussions on 2025-2030 Capital Improvement Plan and on Refuse and Recycling Pickup Services.

Adjourned the meeting at 9:42 p.m.

City of Mt. Pleasant 4th of July Holiday Hours and Firework Safety Reminders

City Offices Closed

City offices will be closed on Monday, July 4, 2022. Refuse and recycling pick-up will be delayed one day all week.

Fourth of July Firework Safety and Ordinance Reminders

A person may only discharge or use consumer fireworks on private property on June 29 – July 4 from 11 a.m. – 11:45 p.m.

Individuals should not ignite, discharge, or use consumer fireworks, homemade fireworks, articles pyrotechnics or display fireworks on public property, school property, church property, or the property of another person without permission to do so.

Violations shall be punishable with fines of $500 up to $1,000.

Additionally, a minor shall not possess, ignite, discharge or use consumer fireworks. Fireworks shall not be used while a person is under the influence of alcohol or a controlled substance, or during times when a burning ban has been established by the National Weather Service in Grand Rapids, MI. Safety Tips

For those planning on discharging fireworks this July Fourth holiday, please follow the City regulations as stated above, and practice these safety tips:

1.    Read and follow all warning and instructions.

2.    Never allow children to play with fireworks of any kind.

3.    Wear protective clothing, including eye wear.

4.    Only light devices on smooth, flat surfaces away from residential areas, dry leaves and flammable materials.

5.    Always keep a hose or bucket of water nearby in case of malfunction.

6.    Never try to re-light fireworks that have not fully functioned.

The best way to protect your family is to avoid the use of fireworks at home entirely. 

Refuse and Recycling Reminders

During the holidays trash and recyclable materials can accumulate quickly. Below are tips to insure your trash and recycling are collected.

  • All cardboard must be flattened.
  • Large boxes must be cut into sections no larger than 2’ x 3’.  If the cardboard is too stiff or difficult to cut up, you may drop them off at the Materials Recovery Facility (MRF), 4208 E. River Road.
  • Styrofoam cannot be collected at curbside. Formed Styrofoam, from a new TV or large appliance, may be dropped off at the MRF. Packing peanuts are not accepted, consider saving them for shipping next year’s presents or use them to protect delicate ornaments and other decorations.
  • Plastic packaging, such as cellophane “windows” on toy packaging should be discarded in your trash.   
  • Please do not overfill your trash can. If your trash can has a lid, it must fit securely. All extra trash should be placed in a City refuse bag or tagged with a City refuse tag.
  • Need to dispose of old furniture or other large items? Tags can be ordered online. Once payment is received, your tag will be delivered to your door.
