Summary of Minutes of the regular meeting of the City Commission held Monday, May 11, 2026, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Introduced Public Safety Crisis Liaison Kate Mitchell.

Mayor Wingard read and presented a proclamation recognizing May 17 through 23, 2026 National Public Works Week.

Approved the Agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:

3) Minutes of the regular meeting of the CC held April 27, 2026;

4) Approval of fourth amendment to the existing agreement with Isabella County regarding the operation and management of the MRF;

5) Renewal of MMRMA insurance coverage for the period of July 1, 2026, through June 30, 2027;

6) Award contract for 2026 Non-Destructive Condition Assessment of Water Main Transmission Lines contract to Mueller of Atlanta, GA on a unit-price basis;

7) Payrolls & Warrants. Held a Public Hearing and passed, ordained and ordered published Ordinance No. 1112, an Ordinance amending Table 154.405.A District Standards: SD-I Industrial Special District pertaining to Screens, to increase the maximum screen height not at Frontage or Adjacent to Civic Space from six feet to eight feet.

Contract with BS&A Software to upgrade accounting software from .NET version to Cloud version.

No action taken on 2026 millage rate.

Held a Work Session discussion on proposed 2027 – 2032 CIP
