Summary of Minutes of the Mt. Pleasant City Commission Meeting – September 14, 2026

Summary of Minutes of the regular meeting of the City Commission held Monday, September 14, 2026, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Mayor Wingard read and presented International Day of Peace proclamation to Donna Giuliani from the Isabella Human Rights Committee.

Finance Director Lauren Pavlowski gave an update on 2025 annual audit.

Approved the Agenda as presented. 

Received petitions and communications.

Approved the following items on the Consent Calendar:

8) Minutes of the regular meeting of the City Commission held August 24, 2026;

9) Receive Fall 2026 Saginaw Chippewa Indian Tribal 2% funding requests from City departments;

10) Receive proposed 2027 Annual Operating Budget and set public hearing for Monday, November 9, 2026;

11) Award contract for 2026 Slide Gate Actuator Retrofit to Systems Specialties of Bloomfield Hills, MI, and a budget amendment;

12) Award four-year contract renewal with HydroCorp of Troy, MI, for continued administration of the commercial cross connection control program, for a total contract amount of $43,191.64;

13) Award 2026 Analytical Equipment Annual Service Agreement to Hach Company of Loveland, CO;

14) Payrolls & Warrants.

Approved the Resolution to amend 2026 Operating Budget

Approved the selection of Spire Development for the construction of Mill Street Landing affordable housing project at 410 Mill Street, 200 Walnut Street and 208 Walnut Street, receive the proposed Amendment to PILOT Ordinance No. 1092, its accompanying Resolution, and MSA Agreement, and set a public hearing for Monday, September 28, 2026 to consider the PILOT extension.

Authorized remaining unpaid funds on the Nelson Park mill and overlay contract be obligated to Granite Re, Inc., or to a completion contractor arranged under the performance bond, and that staff may then proceed with termination and the surety demand.  

Directed staff to do an analysis of costs for city bathrooms and public bathrooms.

Accepted a presentation by Harsna Chahal, a CMU Medical Student regarding providing free feminine products in city restrooms.  

Conducted a work session discussion on responsible contract language in the City’s Purchasing Policy.

Summary of Minutes of the Mt. Pleasant City Commission Meeting – July 25, 2022

Chief of Police Lauria introduced and swore in Police Officer Mike Williams.

Mt. Pleasant Schools Superintendent Jennifer Verleger gave a presentation regarding the school resource officer program and additional services needed.

Received petitions and communications.

Approved the following items on the Consent Calendar:

5) Minutes of the regular meeting of the City Commission held July 11, 2022.

6) Minutes of the closed session of the City Commission held July 11, 2022.

7) Awarded contract to Denali Construction of Mt. Pleasant, MI and budget amendment for the Nelson Park shop renovation project.

8) Awarded contract to Denali Construction of Mt. Pleasant, MI for Island Park Restroom addition.

9) Received proposed ordinance amendment to §154.410.B.4 of the Mt. Pleasant Zoning Ordinances regarding registered student organization dwellings and set a public hearing for August 22, 2022.

10) Received proposed ordinance amendment to §154.410.C.2.B and Table 154.410.A of the Mt. Pleasant Zoning Ordinances regarding group “B” special regulated uses and set a public hearing for August 22, 2022.

11) Warrants and Payrolls.

Approved a budget amendment for the purchase, setup and installation of Microsoft Office 365 and Barracuda SPAM and web filtering services.

Condolence letter which has been sent to Sister City Okaya, Japan was read aloud.

Approved and conducted a closed session.
