Summary of Minutes of the regular meeting of the City Commission held Monday, March 28, 2022, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Public Safety Director Paul Lauria introduced Krysta Carabelli who is joining the City as our Social Crisis Advocate in partnership with RISE, and thanked all those assisting in the creation of this position.

Received petitions and communications.

Approved the following items on the Consent Calendar:

5) Minutes of the special meeting of the City Commission held March 9, 2022.

6) Minutes of the regular meeting of the City Commission held March 14, 2022.

7) Minutes of the closed session of the City Commission held March 14, 2022.

8) Committed to purchase road salt for the 2022-2023 season through the State of Michigan MiDEAL Extended Purchasing Program.

9) MDOT Resolution authorizing the City Manager to approve a contract amendment for the approach slope clearing project at the Mt. Pleasant Airport.

10) Set a public hearing for Monday, April 11, 2022 at 7:00 p.m. to obtain public input on the MEDC Revitalization and Placemaking Grant proposal.

11) Set a public hearing for Monday, April 11, 2022 at 7:00 p.m. to obtain public input on the MEDC Public Gathering Spaces Grant application.

12) Warrants dated March 22, 2022 and Payrolls dated March 18, 2022.

Held a public hearing and approved the Resolution of Approval for the 2022 Michigan Natural Resources Trust Fund Grant Application.

Approved the budget amendment to cover the addition of a Water Plant Operator for the remainder of 2022.

Denied Broadway Central for the May 2 – October 11, 2022 season and a budget amendment.

Approved the requested street closure for Richli, Inc. to hold an EDM concert on Saturday, September 17, 2022 on Court Street with conditions.

Approved submission of City requests for Saginaw Chippewa Indian Tribe two percent allocations with a summary of the Commission’s top priorities.

Approved the revised purchasing policy to enhance and streamline the purchasing process.

Received proposed amendment to Title XI: BUSINESS REGULATIONS, Chapter 112. Medical Marihuana Facilities of the Mt. Pleasant Code of Ordinances to update standards for medical marihuana facilities and set a public hearing for Monday, April 11, 2022 at 7:00 p.m. on same.

Received proposed amendment to Title XI: BUSINESS REGULATIONS, Chapter 115.

Recreational Marihuana Establishments of the Mt. Pleasant Code of Ordinances to update standards for adult-use marihuana establishments and set a public hearing for Monday, April 11, 2022 at 7:00 p.m. on same.

Made appointments to boards and commissions as recommended by the Appointments Committee.

Reappointed Corey Friedrich as the representative of the Planning Commission to the Zoning Board of Appeals.

Conducted a work session discussion on MML Capital Conference learning.

(10) Received recommended text change to Section 154.414 of the City of Mt. Pleasant Zoning Ordinances to update band sign standards and delete reference to downtown Mt. Pleasant signage design guidelines and set a public hearing for Monday, March 14, 2022 at 7:00 p.m. on same.

 (11) Removed from the agenda.

(12) Bid of Insight Pipe Contracting of Harmony, PA for the 2022 Sewer Relining Project and budget amendment for same.

Held a public hearing on Special Assessment District 1-22, reconstruct the alley in the block between Michigan, Main, Broadway & University in the City and adopted Resolution #5 as presented.

Held a public hearing on Special Assessment District 2-22, reconstruct the alley between Broadway and Michigan from University to 115.5 feet east of Franklin in the City and adopted Resolution #5 as presented.

Held a Work Session discussion on the City’s Medical Marihuana Facilities and Adult-Use Marihuana Establishments ordinances.

Held a Work Session discussion on Childcare Stabilization Grant expenses.

Summary of Minutes of the electronically conducted regular meeting of the City Commission held Monday, December 14, 2020, at 7:00 p.m.

Received petitions and communications.

Approved the following items on the Consent Calendar:

1) Minutes of the electronically conducted regular meeting of the City Commission held November 23, 2020.

2) Minutes of the electronically conducted closed session held November 23, 2020.

3) Bids for 2021 Waste Water Treatment Plant treatment (bulk) chemicals.

4) Bid of Greenscene Landscaping of Mt. Pleasant, MI for the 2020-2021 snow season.

5) Resolutions supporting amended rates, fees and charges:

 a. Water Service Fees

b. Sewer Demand

c. Water Demand

6) Resolution to approve the final amended 2020 Operating Budget.

7) Authorized the Mayor or City Manager to sign the interlocal agreement for the designated assessor as presented.

8) Authorized the Mayor and City Clerk to execute an addendum to the existing contract with Mr. Ervin for an additional one year ending December 31, 2021.

9) Set the first City Commission meeting of 2021 for January 11, 2021 at 7:00 p.m.

Held a Public hearing on Michigan Community Development Block Grant (CDBG) Revolving Loan Fund (RLF) program application for GreenTree Cooperative Grocery, Inc.  and approved the resolution in support of same.

Approved resolution approving the final 2021 Operating Budget and set the millage rate.

Authorized the Mayor to sign a three-year contract with MMDC for economic development services and the appropriate 2021 budget amendment.

Received and discussed report by City Planner Kain on review of medical and adult-use marihuana ordinances.  No action by the Commission required at this time.

Failed motion to consider each appointment to various city boards and commissions as recommended by the Appointments Committee individually.

Reviewed report on City Manager evaluation and determined no wage adjustment would be made at this time.

Cancelled the meeting of the Mt. Pleasant City Commission scheduled for December 21, 2020.

Authorized Finance Director Mary Ann Kornexl to approve the issuance of payrolls and warrants from December 15, 2020 through January 11, 2021.

Recreational (adult-use) Marihuana Information

Under the Michigan Regulation and Taxation of Marihuana Act (MRTMA), it is legal for adults, 21 years of age or older, to grow, possess and use marihuana within certain limitations. This act also creates a commercial market for recreational (adult-use) marihuana. Local regulations related to the commercial market for recreational marihuana were adopted by the City Commission (City Commission Approved Marihuana Establishments Ordinance). A citizen initiative ordinance has also been approved for the November 5, 2019 ballot (Citizen Initiative Recreational Marihuana Establishments Ordinance).
