Summary of Minutes of the regular meeting of the City Commission held Monday, June 24, 2024, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the agenda as presented. Motion unanimously adopted.

Received petitions and communications.

Approved the following items on the Consent Calendar:

4) Minutes of the regular meeting of the City Commission held June 10, 2024.

5) Contract with Fedewa, Inc. of Hastings, MI for the 2024 1MG Elevated Tank Painting Project and approved a contract with Dixon Engineering of Lake Odessa, MI for project and construction engineering oversight.

6) First Amendment to Subrecipient Agreement with Northern Initiatives and MEDC.

7) Warrants and payrolls.

Received proposed ordinance governing refuse and recycling and set a public hearing for Monday, July 8, 2024, at 7:00 p.m. on same.

Held a Work Session Discussion on Managed Natural Landscaping.

Approved and conducted Closed Session pursuant to subsection 8(c) of the Open Meetings Act for strategy and negotiation sessions connected with the negotiation of a collective bargaining agreement.

Adjourned the meeting at 8:57 p.m.

City of Mt. Pleasant 4th of July Holiday Hours and Firework Safety and Ordinance Reminders

City offices will be closed on Thursday, July 4, 2024. Thursday refuse and recycling pick-up will be delayed one day.

Fourth of July Firework Safety and Ordinance Reminders

A person may only discharge or use consumer fireworks on private property on June 29 – July 4 from 11 a.m. – 11:45 p.m.

Individuals should not ignite, discharge, or use consumer fireworks, homemade fireworks, articles pyrotechnics or display fireworks on public property, school property, church property, or the property of another person without permission to do so.

Violations shall be punishable with fines of $500 up to $1,000.

Additionally, a minor shall not possess, ignite, discharge, or use consumer fireworks. Fireworks shall not be used while a person is under the influence of alcohol or a controlled substance, or during times when a burning ban has been established by the National Weather Service in Grand Rapids, MI. Safety Tips

For those planning on discharging fireworks this July Fourth holiday, please follow the City regulations as stated above, and practice these safety tips:

1.    Read and follow all warnings and instructions.

2.    Never allow children to play with fireworks of any kind.

3.    Wear protective clothing, including eyewear.

4.    Only light devices on smooth, flat surfaces away from residential areas, dry leaves, and flammable materials.

5.    Always keep a hose or bucket of water nearby in case of malfunction.

6.    Never try to re-light fireworks that have not fully functioned.

The best way to protect your family is to avoid the use of fireworks at home entirely.

Conducted work session discussions on 2025-2030 Capital Improvement Plan and on Refuse and Recycling Pickup Services.

Changes Made to the City’s Snow and Ice Removal from Sidewalk Ordinance

In order to promote safety during the winter months, changes were made to the City’s Snow and Ice Removal from Sidewalks Ordinance (98.37). Owners and/or occupants of all properties within the City must now clear any accumulation of ice and/or snow from public sidewalks adjoining such property.

Changes are as follows:

  • Owners and/or occupants of all properties within the City must clear any accumulation of ice and/or snow from public sidewalks adjoining such property.
  • Clearing must be done within 24 hours of accumulation or placement of snow and/or ice.
  • If a sidewalk is not cleared within the 24-hour period of accumulation, the City may issue a civil infraction ticket that is a personal debt owed to the City for each day that the owner fails to clear the sidewalk.
  • If the City has to remove ice and/or snow from the sidewalk, a lien on the property is imposed for the cost of clearing the sidewalk.
  • Properties located along school routes are not exempt from this ordinance.
  • Sidewalks designated for clearance by the City are worked on after City streets, alleys and parking lots have been plowed.
