Summary of Minutes of the regular meeting of the City Commission held Tuesday, May 27, 2025, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Read and presented a Proclamation in support of 2SLGBTQ+Pride Month (June 2025).

“Presentation on City Delegation trip to Sister City Okaya, Japan” was added to the agenda.

Approved the Agenda as amended.

Approved the following items on the Consent Calendar:

2) Minutes of the regular meeting of the City Commission held May 12, 2025.

3) Removed from Consent Calendar.

4) Set a Public Hearing for June 9, 2025, at 7:00 p.m. for the purpose of providing the opportunity for public input on the proposed application by Reynolds Golden Finds LLC for a loan through the CDBG RLF program.

5) Payrolls and Warrants.

Held a public hearing and moved to not accept the proposed Ordinance to amend Title VII: TRAFFIC CODE, Chapter 72: BICYCLES of the City’s Code of Ordinances regarding the use of motorized bikes and scooters on City owned trails of the Mount Pleasant Code of Ordinances and to bring back for a future work session.

Held a public hearing and approved the Resolution in support of application for CBD Grant Water Related Infrastructure Program.

Held a public hearing and recommended that staff look at pages 38, 39 and 41 of the 2026-2031 proposed CIP to remove references to Veits Woods and to bring the CIP back before the City Commission on Monday, June 9, 2025.

Approved Resolution granting six (6) month extension of conditional authorization for Haze MP LLC to operate an Adult-Use Recreational Retailer Establishment at 914 E. Pickard Street.

Authorized Director Lauria to proceed with the purchase of a 2024 Chevrolet Express Van for use by both the EST and YSU and budget amendment for same.

Held a Work Session discussion on EPIC MRA workplace climate survey.

Adjourned the meeting at 10 p.m.

UPDATED with FAQ: Mt. Pleasant to Replace Water Meters and Continue Cross Connection Inspections

Water Meter Replacement FAQ

The city is working with technicians from HydroCorp to simultaneously conduct a cross-connection inspection and installation of new water meters for properties within the city limits. The inspection and water meter installation are mandatory. Residents will not incur charges from HydroCorp for the inspection or meter installation. Failure to participate in the new water meter install program will result in the water being disconnected.  

1) Checking for potential cross connections:

  • A cross connection is a point in a plumbing system where it is possible for a non-potable substance, such as a chemical, to come into contact with the potable (safe) drinking water supply.
  • These connections are commonly found at a home’s outside hose connection or with a residential irrigation system.

2) Replacing all water meters within the city limits with advanced digital meters.

  • Features

    • Consumption History
    • Notifications & Alerts
    • Available Phone App to monitor usage and operation.
  • HydroCorp technicians will have to enter residences. Personnel with be identifiable with a HydroCorp company shirt and an identification badge.
  • Meter install takes less than 45 minutes.

HydroCorp Letter
A letter from HydroCorp regarding the scheduling of a water meter installation appointment will be mailed.

  • Appointments are scheduled Monday through Thursday 8 a.m. – 6 p.m.
  • Customers can choose from (2) four-hour blocks, 8 a.m. – 12 p.m. or 12 p.m. – 4 p.m.
  • Two-hour windows are offered from 4 p.m. – 6 p.m. There are several customers scheduled in a time frame; you are not guaranteed to be first in line.

MPPD Security Camera Database Program

The Mt. Pleasant Police Department (MPPD) has developed a security camera database program and requests your assistance in this matter.

This database includes a list of businesses/private residences that have security cameras and would be willing to share their camera footage if an incident occurs. Participation in this program does not give the MPPD 24/7 access to cameras. Access would only be obtained after the MPPD contacts you directly.

Being proactive and collecting this vital information now will prove helpful in future investigations, where time is of the essence.

Authorization:

  • Cameras are not monitored by the MPPD.
  • You will be contacted by the MPPD if access to your camera is needed.
  • Camera footage obtained may be used as evidence.
  • Camera footage may be released to the public for suspect identification purposes.
  • This is a volunteer-based program, and you can stop participating at any time.
  • By submitting the authorization form located at www.mt-pleasant.org/camera you agree to the above information and wish to participate in this program.

Mt. Pleasant Youth Police Academy Accepting Applications

The 24th Youth Police Academy is scheduled for July 14 – 31, 2025, (Monday – Thursday) from 9 a.m. – 3 p.m. This free, fun, and interactive program offers youth going into grades 6-8, an up-close view of the skills and necessary training needed for law enforcement officials.

Mt. Pleasant Police Officers conduct the program in the manner of a real police academy with values such as teamwork, integrity, compassion, and discipline being stressed. Cadets are required to participate in physical training and complete the same agility tests given to recruits during a standard police academy.

In addition to physical training, the daily curriculum includes hands-on learning, field trips and demonstrations by specialized units such as the SWAT Team, K-9 and DNR. Classroom topics encompass crime scene investigations, traffic stops, marine patrol activities, firearms safety, first aid and CPR, and much more.

Applications are now available at Mt. Pleasant Public Schools and the Division of Public Safety, 804 E. High Street, from 8:00 a.m. – 4:30 p.m. The application deadline is June 6, 2025.
