Summary of Minutes of the regular meeting of the City Commission held Monday, October 27,2025, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the Agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:
5) Minutes of the regular meeting of the City Commission held October 14, 2025;
6) Purchase of a mini excavator from Michigan CAT; a tandem-axle trailer from Team One Trailers, and a budget amendment for same;
7) Authorized continued use of the commercial fuel program with Coyne Oil until December 31, 2030;
8) Amended lease agreement with MetroPCS Michigan for the cellular tower located at 1302 N. Franklin Street;
9) Set a Public Hearing for Monday, November 10, 2025 at 7:00 pm to allow for public input on a proposed Ordinance to renew and amend the Mt. Pleasant, MI CBD Development Plan and TIFA Plan, adopted on April 15, 1985, as amended;
10) Payrolls and Warrants.

Mt. Pleasant Police Investigating Drowning

On October 26, 2025 at 8:22 AM, officers from the Mt. Pleasant Police Department responded to a drowning incident in the area of Island Park.  Upon arrival, officers found a 47-year-old male from Mt. Pleasant deceased in the river. 


This is an open and on-going investigation, however, no foul play is suspected.  Anyone with information regarding this incident are asked to contact the Mt. Pleasant Police Department’s Anonymous Tip Line at (989) 779-9111 or Central Dispatch (989) 773-1000.


The Mt. Pleasant Police Department was assisted by the Michigan State Police, Saginaw Chippewa Tribal Police, Mobile Medical Response, Isabella County Central Dispatch, Isabella County Medical Examiner’s office, and Mt. Pleasant Fire Department.

Life is saved on North Henry St. Fire

On October 25, 2025 at 12:23 p.m., the Mt. Pleasant Fire Department responded to a structure fire located at 721 N. Henry St. The fire was reported at the back of the structure.

At 12:28 p.m., the Mt. Pleasant Police Department advised that one person remained in the residence. Fire crews arrived at 12:28:31, just as two City Police Officers extricated the victim out of the front of the home. The victim was treated on scene by Police and Fire personnel, then transported to the hospital for treatment of smoke inhalation.

The fire was located at the rear of the home and determined to be a cooking fire that got out of control and spread to a kitchen fire. The fire was brought under control at 12:39 p.m. The home sustained significant damage from fire, smoke, heat, and water. The occupants were home at the time of the fire and were displaced but are staying with family members in the area.

The Mt. Pleasant Fire Department was assisted by the Mt. Pleasant Police Department, Saginaw Chippewa Tribal Fire Department, Deerfield Fire Department, Mobile Medical Response, Consumers Energy, DTE, and Isabella County Central Dispatch.

No firefighters or Police Officers reported any injuries.

The fire remains under investigation.

Most home fires occur at night when people are sleeping. Check smoke detectors monthly and replace batteries twice a year. Operating smoke detectors may save your life.

Summary of Minutes of the regular meeting of the City Commission held Tuesday, October 14, 2025, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:

7) Minutes of the regular meeting of the City Commission held September 22, 2025;

8) Award contract for the replacement of the condensing unit at DPS to T.H. Eifert of Lansing, MI and approved budget amendment for same;

9) Modified the November 24th City Commission agenda to place joint work session with the Planning Commission at the beginning of the meeting;

10) Set a Public Hearing for Monday, November 10, 2025 at 7:00 p.m. to allow for public input on intent to renew the CBD and Tax Increment Financing Plan;

11) Payrolls and Warrants.

Held a Public Hearing and passed, ordained and ordered published Ordinance 1108, an Ordinance to renew and amend the Mt. Pleasant, Michigan Mission Street – Pickard Avenue District Development Plan and Tax Increment Financing Plan, Ordinance No. 720, adopted on November 26, 1990, as amended and Resolution in support of same.

Held a Public Hearing to allow for public input on the 2021 Fire Code updates. Matter to be set for work session.

Appointed Hanna Demerath to the Zoning Board of Appeals.

Made reappointments to various boards and commissions as recommended by the Appointments Committee.

Conducted a Work Session on proposed 2026 Operating Budget.

Adjourned the meeting at 9:04 pm.

Trick-or-Treat Hours and Safety Tips for Halloween

Get ready for a spooktacular Halloween! The City of Mt. Pleasant invites families to enjoy a safe and fun evening at the Pumpkin Promenade and citywide Trick-or-Treating.

Pumpkin Promenade

The Pumpkin Promenade will take place on Friday, October 31, from 4 – 6 p.m. in downtown Mt. Pleasant. Children 12 and under are invited to wear their Halloween costumes, trick-or-treat at downtown businesses, and enjoy kid-friendly outdoor activities.

Mt. Pleasant Trick-or-Treating

The City of Mt. Pleasant’s official Trick-or-Treat hours are 6 – 8 p.m. on October 31. To have a safe and enjoyable experience, please remember these tips:

  • Stay on well-lit streets, and use sidewalks.
  • Young children should be accompanied by a parent or responsible adult.
  • Look both ways before crossing streets and use crosswalks.
  • Carry a flashlight and/or wear reflective clothing.
  • Always stay in front of a residence, and never enter a house when Trick or Treating.
  • Inspect all treats collected, and discard any item that is not sealed.

2025 Fall Leaf Collection Information

As the leaves start to fall, residents and landscaping companies are reminded to not rake leaves into the streets until the week of October 27. City staff will make one sweep through the entire City during pick up weeks. Therefore, leaves should be raked into low piles before Monday of pick-up weeks and not cover catch basins.

On High and Pickard Streets, where high traffic volume prohibits leaves in the street, residents and landscaping companies should rake the leaves onto the rights-of-way, as close to the curb as possible. Those who live on streets other than High and Pickard must place their leaves in the street. If you live on a boulevard, do not place leaves in the median, place them in front of your home.

Yard waste bags should not be used, this collection is for leaves only. Leaf piles must not contain garden or shrubbery clippings, dead grass, branches, trim board, or other material.

Residents who wish to rake their yards ahead of the City’s collection schedule may bag and dispose of the leaves for a fee at the Material Recovery Facility, located at 4208 E. River Rd., Mt. Pleasant. Leaves may also be mulched with a mulching lawnmower.

The City’s 2025 leaf collection schedule is as follows:

  • Week of November 3: Staff will collect leaves in a City-wide sweep.
  • Week of November 17: Staff will collect leaves in a City-wide sweep.
  • Week of December 1: Final collection of leaves in a City-wide sweep. Any leaves left in the street after the crews have made their final pass will not be collected and are the responsibility of the homeowner.
