Summary of Minutes of the regular meeting of the City Commission held Monday, July 27, 2026, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the Agenda as presented. 

Received petitions and communications.

Item #8 was removed from the Consent Calendar. 

Approved the Consent Calendar as amended.  

Approved the following items on the Consent Calendar:

9) Minutes of the closed session of the City Commission held July 13, 2026;

10) Payrolls & Warrants.

Approved the termination of the Planned Residential Development Agreement (PRD) for the southwest corner of Crawford and Broomfield.  

Set a public hearing for August 24, 2026, at 7:00 p.m. to allow for public input and to consider the rezoning of properties located southwest of Crawford and Broomfield, from PRD (Planned Residential Development) to multiple hardline zoning districts.  

Set a public hearing for August 24, 2026, at 7:00 p.m. to allow for public input and to consider proposed amendment to Table 154.405.A of the Zoning Ordinances as it relates to SD-U University Special District rules.  

Approved a budget amendment for the 2026 City Hall Retaining Wall & Streetscape Replacement Project in the general fund.

Approved the resolution to adopt agenda format as required by Chapter 30 of the Code of Ordinances. 

Referred participation in Consumers Energy Renewable Energy program back to a work session for additional discussion on price comparisons to current energy rates and potential and projected rates for use in the future. 

Approved the July 13, 2026 regular meeting minutes as amended.

Work Session discussion regarding letter submitted by a community partner concerning housing related concerns, the Tenants Rights Committee, and related steering committee efforts.  Draft Resolution N was reviewed and discussed.

Approved and conducted Closed Session pursuant to subsection 8(h) of the Open Meetings Act to consider material subject to attorney-client privilege.

Adjourned the meeting at 11:48 pm.

Juvenile in Custody After Bringing Gun to School

On April 24, 2024, at 8:18 a.m. officers from the Mt. Pleasant Police Department (MPPD) Youth Services Unit (YSU) were contacted by a Mt. Pleasant Public Schools Administrator. This administrator informed officers that an Oasis High School student may have a gun in their possession.

The YSU officer immediately made contact with the 17-year-old male suspect without incident. A gun was located in the suspect’s backpack, and he was placed into custody.

The suspect is cooperating with police who are currently investigating. Once completed, the results of the investigation will be sent to the Prosecutor’s office.

This was an isolated incident and there is no potential risk to students or the public.

Chris Leonard Named Youth Services Unit Officer

The Mt. Pleasant Police Department (MPPD) is pleased to announce Officer Chris Leonard has been named Youth Services Unit (YSU) Officer for Mt. Pleasant High School.

Officer Leonard joined the MPPD in April 2022. Prior law enforcement experience includes, 13 years of service with the Isabella County Sheriff’s Office as a corrections sergeant and road patrol deputy.

Chris received his corrections academy certificate from Mid-Michigan Community College and is a graduate of the Delta College Police Academy.

The YSU, in existence since 1996, is a valuable program which involves police positively interacting with youth at an early age. The YSU Officer spends a considerable amount of time in the schools and provides guidance and support to students when needed, ultimately forming lifelong bonds. The popular Youth Police Academy and Shop with a Cop are just a few of the programs hosted by YSU.
