Summary of Minutes of the regular meeting of the City Commission held Monday, September 25, 2023, at 7:00 p.m. in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:

2) Minutes of the regular meeting of the City Commission held September 11, 2023.

3) Contract with Wonsey Tree Service of Alma, MI for 2024-2025 tree trimming and removal.

4) Authorized Grant Application Assurance form for Mt. Pleasant Area Community Foundation grant to replace thermal imaging units used in the Fire Department.

5) Resolution authorizing an amendment to the Standard Lighting Contract with Consumers Energy for the Pickard-Bradley intersection.

6) Resolution authorizing MI-DNR Urban and Community Forestry Program Grant Application – Town Center Civic Space Project.

7) Received proposed ordinance to amend Title IX: General Regulations, Chapter 98. Streets and Sidewalks §98.37 Snow and Ice Removal From Sidewalks of the Code of Ordinances of the City of Mt. Pleasant to require snow and ice removal from sidewalks 24 hours after a snow or ice event and set a public hearing on same for Monday, October 9, 2023 at 7:00 p.m.

8) Received proposed ordinance to amend Title VII: Traffic Code, Chapter 71. Parking Regulations of the Code of Ordinances of the City of Mt. Pleasant and set a public hearing on same for Monday, October 9, 2023 at 7:00 p.m.

9) Budget amendment to authorize the purchase of network firewall equipment in the current fiscal year.

10) Received proposed ordinance to amend Table 154.405.A District Standards: CD-4 General Urban and CD-5 Urban Center Character Districts of the Mt. Pleasant Zoning Ordinances regarding driveway widths and set a public hearing for Monday, October 23, 2023 at 7:00 p.m. on same.

11) Received proposed ordinance to amend Table 154.410.A Building and Lot Principal Use, Section 154.410.B Special Uses and Article VII of the Mt. Pleasant Zoning Ordinances regarding institutional uses and set a public hearing for October 23, 2023 at 7:00 p.m.

12) Received proposed ordinance to amend Table 154.405.A District Standards: CD-3L Sub-Urban Large, CD-3 Sub-Urban, CD-04 General Urban Character Districts regarding the ratio of houses versus garage at frontage and set a public hearing for October 23, 2023 at 7:00 p.m.

13) Payrolls and Warrants.

The City Commission prioritized and approved submission of City requests for Fall 2023 Saginaw Chippewa Indian Tribe 2% allocations.

Conducted a work session discussion on 2024 proposed Operating Budget.

Approved and conducted a closed session pursuant to subsection 8(h) of the Open Meetings Act to consider material exempt from discussion or disclosure by state or federal statute.

Terminated the third-party administrator contract with Trustmark Health Benefits.

Authorized staff to sign a sole source contract with Insight Benefit Administrators for the oversight, processing and administration of the City’s health insurance benefit plans.

Summary of Minutes of the regular meeting of the City Commission held Tuesday, May 28, 2019 at 7:00 p.m. in the City Commission Chambers.

Approved the following items on the Consent Calendar:

1) Minutes of the special meeting of the City Commission held May 11, 2019.

2) Minutes of the regular meeting of the City Commission held May 13, 2019.

3) Resolution designating certifying officer and environmental review officer for CDBG funded projects.

4) Warrants and Payrolls.

A public hearing was held on proposed 2020-2025 Capital Improvement Plan. No action required by the Commission at this time.

Denied the proposed ordinance amendment to Section 98.37 Snow and Ice Removal From Sidewalks.

Moved to expand the current map of sidewalk snow plowing done by City staff to 25 miles within 3 years, and then add at least 5 miles a year with the goal of eventually covering all or most of the sidewalks in residential districts; that the funds to pay for the operating costs for this proposal be covered from the increase in fire protection funds which the City will be receiving through state grants as recommended by staff; and that the cost for the equipment needed to come from the Economic Initiative Fund (EIF) and/or the General Fund Balance as recommended by staff; after 3 years there would be an evaluation to determine if further staff would be needed to continue.

Postponed matter of revisions to the Downtown Outdoor Dining Policy until the next meeting to have staff investigate overhead electrical hookup.

Approved Resolutions #1 and #2 to commence proceedings for Principal Shopping District Special Assessment 2-2019, tentatively determine the necessity and set public hearing for June 10, 2019 at 7:00 p.m. to receive public input on necessity.

Received proposed ordinance to add a new Chapter 115, “RECREATIONAL MARIHUANA FACILITIES” to Title XI of the Mt. Pleasant City Code to temporarily prohibit recreational marihuana establishments under Initiated Law 1 of 2018, the Michigan Regulation and Taxation of Marihuana Act and set a public hearing for June 10, 2019 at 7:00 p.m. on same at the City Hall, 320 Mt. Pleasant, Michigan.

Held a work session discussion on 2020-2025 Capital Improvement Plan.
