Summary of Minutes of the regular meeting of the City Commission held Monday, October 9, 2023, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:

7) Minutes of the regular meeting of the City Commission held September 25, 2023.

8) Minutes of the closed session of the City Commission held September 25, 2023.

9) Set a public hearing for Monday, October 23, 2023 at 7:00 p.m. on the establishment of a PACE District and approved a resolution of intent.

10) Received a proposed PILOT program and set a public hearing for Monday, October 23, 2023 at 7:00 p.m. for the purpose of receiving public comment on the matter.

11) Payrolls and Warrants.

Held a public hearing and read, passed, ordained and ordered published Ordinance 1090, an Ordinance to amend Title IX: General Regulations, Chapter 98. Streets and Sidewalks §98.37 Snow and Ice Removal From Sidewalks of the Code of Ordinances of the City of Mt. Pleasant to require snow and ice removal from sidewalks 24 hours after a snow or ice event.

Held a public hearing and read, passed, ordained and ordered published Ordinance 1091, an Ordinance to amend Title VII: Traffic Code, Chapter 71. Parking Regulations of the Code of Ordinances of the City of Mt. Pleasant to modify definitions, remove even/odd overnight parking system and establish a system for parking lot snow removal, provide reference to special parking arrangements for future ease of recall, and establish regulations for parking at electric car charging stations.

Approved a contract with T.H. Eifert to update the controls on the City Hall HVAC system and budget amendment for same.

Approved allocation of General Funds to continue to cover the costs for the Outdoor Ice Rink and approved a $2,000 budget amendment for a new liner.

Approved GM Dealer Community Charging Program Agreement as presented and direct staff to sign all necessary documents.

Conducted a Work Session discussion on weeds, tall grass and natural vegetation.

Approved and conducted a closed session pursuant to Section 8(1)(e) of the Open Meetings Act to consult with the City Attorney regarding trial or settlement strategy in connection with pending litigation.

Adjourned the meeting at 9:31 p.m.

Election Day Information

On November 7, 2023 an election will be held to elect two individuals to the Mt. Pleasant City Commission.

Permanent Absentee Voters:

Permanent absentee voters have been mailed an application for a ballot. If you wish to vote in this election you must return the application by 5 p.m. on Friday, November 3, 2023. A ballot will then be mailed to you. Ballots can be mailed to the City Clerk’s office (320 W. Broadway Street) or placed in the ballot drop box located in the City Hall parking lot.

Absentee Voting:

For those not on the Permanent Absentee Voter list, you can submit a request for an absentee ballot to the City Clerk’s office by mail, or email (clerk@mt-pleasant.org). This must be completed by 5 p.m. on Friday, November 3, 2023.

Absentee voting at the Clerk’s Office began Thursday, September 28, 2023 during regular business hours.  Additional hours are scheduled for Saturday, November 4, 2023 from 8 a.m. – 4 p.m. and on Monday, November 6, 2023 from 8 a.m. – 4 p.m.

Voter Registration:

If you are currently not registered to vote, you can register online at  https://mvic.sos.state.mi.us/ or mail in the voter registration application found online. This must be completed by October 23, 2023.

After October 23, 2023 voter registration will be available at the City Clerk’s office. Please bring a proof of residency and a photo ID. This can be done until 8 p.m. on Tuesday, November 7, 2023.

Polls will be open from 7:00 a.m. – 8:00 p.m. on Tuesday, November 7, 2023. Need a ride to and from the polls? I-Ride is offering free rides. Call (989) 772-9441 to schedule.

Approved and conducted a closed session pursuant to subsection 8(h) of the Open Meetings Act to consider material exempt from discussion or disclosure by state or federal statute.

Terminated the third-party administrator contract with Trustmark Health Benefits.

Authorized staff to sign a sole source contract with Insight Benefit Administrators for the oversight, processing and administration of the City’s health insurance benefit plans.

City Commission Adopts International Property Maintenance Code

City Commissioners recently adopted the International Property Maintenance Code (IPMC), which establishes minimum and consistent maintenance requirements for existing residential, rental and commercial buildings.

History and Implementation of IPMC

Established in 1999 by the International Code Council, the IPMC is widely used in more than 40 states as well as the following comparable Michigan communities: Allendale, Alma, Ann Arbor, Bay City, Brighton, Charlevoix, Grand Rapids, Iron Mountain, Kalamazoo and Royal Oak. In Mt. Pleasant, the IPMC has been in effect for rental properties since 2007.

Benefits

The IPMC ensures consistency across all building types, and is compatible with International and State Codes. This provides clear expectations for property owners and occupants and specifically defines the Code Official’s role. With the IPMC, additional grant funding may be available.

Notification, Education and Enforcement

If a property has an exterior maintenance issue, city staff will contact the resident and/or property owner directly. The city will then follow these steps:

  • Provide education regarding property standards and responsibilities.
  • Suggest how to remedy the situation.
  • Share grant funding information, if applicable.
  • Issue a citation if the matter is not rectified.
  • Appeals are heard and ruled upon by the Building, Fire and Sanitation Sewer Board.
  • Appeals of board decisions go to Isabella County Court.
