Summary of Minutes of the regular meeting of the City Commission held Monday, September 8, 2025, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the Agenda as amended.

Received petitions and communications.

Approved the following items on the Consent Calendar:
7) Minutes of the regular meeting of the City Commission held August 25, 2025;
8) Received Fall 2025 Saginaw Chippewa Indian Tribe 2% funding requests from City departments;
9) Received proposed 2026 Annual Operating Budget and set a public hearing for Monday, November 10, 2025 at 7:00 pm on same;
10) Resolution amending the 2025 Operating Budget;
11) Set a Public Hearing for Monday, September 22, 2025 at 7:00 pm to consider adoption of the 2025 Master Plan updates;
12) Payrolls and Warrants.

Held a Public Hearing and approved the OPRA Tax Abatement for 115 and 117 South
University for a period of 12 years.

Appointed Megan Bair to the CBD TIFA District Board.

Scheduled a Joint Work Session for Monday, November 24, 2025 in conjunction with the
Regular Meeting with the Planning Commission and property owners to discuss alternatives to the proposed Zoning Map Amendment (Z-24-01) for the five properties located southwest of Crawford and Broomfield.

Held a Work Session discussion on potential Fire Code updates.

Adjourned the meeting at 8:55 pm.

Fire Damages Summerhill Village Modular Home – No Injuries

On August 26, 2025, at 7:17 p.m. the Mt. Pleasant Fire Department (MPFD) responded to a structure fire in Summerhill Village’s 1200 block of Beaconhill Court.

Upon arrival, crews observed a modular home and surrounding grassy area on fire. The home sustained heavy smoke, fire, and water damage. Occupants of the home exited safely, and no injuries were sustained.

The grass fire caused heat damage to five neighboring modular homes.

The MPFD is investigating the cause of the fire.

The Mt. Pleasant Fire Department was assisted by the Saginaw Chippewa Tribal Fire Department, Deerfield Fire Department, Shepherd Tri-Township Fire Department, Mobile Medical Response, Mt. Pleasant Police Department, Isabella County Central Dispatch and Consumers Energy.

7) Bid of Greenwald & B.C. General Contractors of Mt. Pleasant, MI for the 2025 Nelson Park/North Island Park Restroom Roof Replacement plus the additional restroom and pavilion at Chipp-A-Waters and budget amendment.

8) Budget amendment for completion of the women’s locker room and furnishing of the living quarters at DPS.

9) Resolution of Intent to Renew Mission-Pickard Downtown Development Authority TIFA and set a public hearing from Monday, September 22, 2025 on same.

10) Set a public hearing for Monday, September 8, 2025 to consider an OPRA Tax Abatement for 115 and 117 South University.

11) Payrolls and Warrants.

Appointed Luke Castle to the TIFA Board.

Conducted a Work Session on alternate routes for the Mid-Michigan/GKB Pathway South Connection Project.

Fire Damages Kinney Street Home – No Injuries

On June 13, 2025, at 11:29 p.m. the Mt. Pleasant Fire Department (MPFD) responded to a house fire in the 1000 block of North Kinney Street.

Upon arrival, crews observed heavy smoke and flames in the rear of the structure. The fire spread up the side of the house and into the attic.

The house sustained light smoke damage and fire damage to an entry room.

Occupants of the home exited safely, no injuries were sustained.

The MPFD is investigating the cause of the fire.

The Mt. Pleasant Fire Department was assisted by the Saginaw Chippewa Tribal Fire Department, Deerfield Fire Department, Mobile Medical Response, Mt. Pleasant Police Department, Isabella County Central Dispatch, Consumers Energy and DTE.

Fire at Reserve Apartment Complex

On June 13, 2025, at 5:36 p.m. the Mt. Pleasant Fire Department (MPFD) responded to a fire at the Reserve apartment complex located at 4205 Collegiate Way.

Upon arrival, crews noticed smoke and fire coming from the four-story complex.

Only one apartment was damaged.

The occupant of this apartment sustained minor burns to the hand. This individual was evaluated by Mobile Medical Response (MMR) and did not seek further medical care.

The cause of the fire remains under investigation.

The Mt. Pleasant Fire Department was assisted by the Saginaw Chippewa Tribal Fire Department, Michigan State Police, MMR, and Isabella County Central Dispatch.

One Injured in Structure Fire

On June 12, 2025, at 9:20 a.m. the Mt. Pleasant Fire Department (MPFD) responded to a fire at 1011 North Mission Street (the former Michigan State Police Post) in Mt. Pleasant.

Upon arrival, crews found a fire in one of the four upstairs apartments, as well as a butane tank that exploded. The fire was extinguished and did not spread to the other apartments. The other three apartments, as well as the business housed on the first floor, suffered water and smoke damage.

The male occupant of the apartment that caught on fire, exited the unit, and went next door to the Walgreen’s pharmacy to seek treatment for burns. This individual has been transported to a local hospital and will be transferred to Hurley Medical Center.

This is an ongoing investigation.

The Mt. Pleasant Fire Department was assisted by the Saginaw Chippewa Tribal Fire Department, Mobile Medical Response, Mt. Pleasant Police Department, and Isabella County Central Dispatch.

No Injuries in Lexington Ridge Apartment Fire

On April 19, 2025, at 7:32 a.m. the Mount Pleasant Fire Department (MPFD) responded to a fire at Lexington Ridge Apartments, 3700 E. Deerfield Rd. in Union Township.

Upon arrival, firefighters located a small fire inside a wall and in the attic of the two-story apartment building. The fire was quickly brought under control.

The building sustained smoke, fire, and water damage. The tenants of two units were displaced.

The cause of the fire remains under investigation.

No injuries were reported.

The Mt. Pleasant Fire Department was assisted by Saginaw Chippewa Tribal Fire Department, Isabella County Central Dispatch and the American Red Cross.

Fire at Edgewood Apartments

On March 25, 2025, at 4:50 a.m. the Mount Pleasant Fire Department (MPFD) responded to a structure fire at Edgewood Apartments located within the city limits.

Upon arrival, crews observed smoke and fire coming from the rear of the three-story apartment building. The building sustained smoke and fire damage.

No injuries were reported. Apartment occupants were alerted by smoke alarms and exited safely.

The cause of the fire remains under investigation.

The Mt. Pleasant Fire Department was assisted by Saginaw Chippewa Tribal Fire Department, Mt. Pleasant Police Department, Michigan State Police, and Isabella County Central Dispatch.

Mobile Home a Total Loss in Fire

On January 22, 2025, at 5:16 p.m. the Mt. Pleasant Fire Department (MPFD) responded to a structure fire in the 1100 block of Wellington Drive in Union Township’s Summerhill Village Mobile Home Park.

Upon arrival, crews observed heavy smoke and fire coming from a mobile home. The fire was caused by attempting to heat frozen pipes and is a total loss.

The owner was home at the time of the fire, but did not sustain any injuries.

The Mt. Pleasant Fire Department was assisted by the Saginaw Chippewa Tribal Fire Department, Deerfield Fire Department, Shepherd Fire Department, Mobile Medical Response, and Isabella County Central Dispatch.
