Summary of Minutes of the regular meeting of the City Commission held Monday, February 24, 2020, at 7:00 p.m., in the City Commission Room.

Parks and Public Spaces Director Bundy gave a departmental presentation.

City Planner Kain and Mayor Joseph presented the 2019 Community Improvement Awards to the selected property owners.

Received petitions and communications.

Approved the following items on the Consent Calendar:

  • Minutes of the regular meeting of the City Commission held February 10, 2020; 2) Bid of Central Asphalt of Mt. Pleasant, MI for the 2020 Pickard Street Overlay Project.
  • Bid of Wolverine Sealcoating, LLC of Jackson, MI for the City’s annual crack sealing project.
  • Bid of Robbin Harsh Excavating of Clare, MI for Parking Lot #7 Reconstruction and appropriate budget amendment from the TIFA.
  • Bid of Duperon Corporation of Saginaw, MI for the purchase of a Wastewater Washer Compactor and appropriate budget amendment from the Wastewater Reserve Fund
  • Appointment of Corey Friedrich as the representative of the Planning Commission to the Zoning Board of Appeals for a one-year term.
  • MDOT resolutions for the addition and deletion of streets to the City’s local street system.
  • Resolution to Allow for Partial Funding from MDOT for the 2020 Pickard Street Mill and Overlay Project.
  • Warrants and Payrolls.

Approved Resolutions #3 and #4 for Special Assessment District #1-2020.

Received proposed 2050 Master Plan as recommended by the Planning Commission and released for review and comment.

Approved budget amendments to the DDA budget and to the Public Safety Building account.

Authorized the Mayor and Clerk to sign a second amendment to the 2013 Real Estate Purchase Agreement with Mr. Olivieri as drafted by the City Attorney according to the parameters as proposed.

Postponed appointments to various board and commissions until next meeting.

Approved and conducted a closed session pursuant to subsection 8(c) of the Open Meetings Act for strategy and negotiation of a collective bargaining agreement.

Approved the labor contract with full-time firefighters represented by the POLC as presented.

Held Work Session Discussions on potential drain easement for Mission Creek Dam.; and recommendation from TIFA regarding $80,000 from Economic Initiatives Fund.

Mayor Lents read and presented a proclamation to Saginaw Chippewa Tribal Council
Members, recognizing “Indigenous People Day – October 8, 2018”.

Mayor Lents read and presented a proclamation to Jerry Fountain with the Bowlers Hall of Fame, recognizing “Bowlers Hall of Fame Day – October 14, 2018”.

Received petitions and communications.

Approved the following items on the Consent Calendar:

1) Minutes of the regular meeting of the City Commission held September 24, 2018.

2) Set a special meeting for Monday, October 29, 2018 at 7:00 p.m. in the CMU Bovee University Center for the purpose of meeting with Central Michigan University Student Government Association.

3) Warrants and Payrolls

Held a public hearing and passed, ordained and ordered published Ordinance 1041, an
Ordinance to amend Chapter 30, Sections 30.04, 30.05, 30.06, 30.07, 30.08, 30.09, 30.10,
30.11, 30.13, 30.15 and 31.01 and add Section 30.16 of the Mt. Pleasant Code of Ordinances having been introduced and read, now be passed, ordained and ordered published.

Held a public hearing and postponed action on changes to Section 98.37 of the Mt. Pleasant City Code regarding snow and ice removal until a work session discussion can be held.

Approved and conducted a closed session pursuant to subsection 8(h) of the Open
Meetings Act for material exempt from discussion or disclosure by state or federal statue.

Conducted a work session discussion on 2019 Operating Budget.

Fire Lieutenant Randy Keeler gave a presentation on the City’s Fire Department.

Approved the following items on the Consent Calendar:

1) Minutes of the regular meeting of the City Commission held September 10, 2018.

2) Minutes of the closed session of the City Commission held September 10, 2018.

3) Bid of McKenna and Associates of Northville, MI for Master Plan Consultant project and authorized the Mayor to sign the appropriate contract documents.

4) Received a proposed Ordinance to amend Chapters 30 and 31.01 of the Mt. Pleasant Code of Ordinances and set a public hearing for Monday, October 8, 2018 at 7:00 p.m. to hear public comment on same.

5) Received a proposed Ordinance to amend Section 98.37 of the Mt. Pleasant Code of Ordinances regarding snow and ice removal and set a public hearing for Monday, October 8, 2018 at 7:00 p.m. to hear public comment on same.

6) Purchase-buyback of 11 trucks from Krapohl Ford and appropriate budget amendment.

7) Resolution for fireworks display permits.

Received Commissioners’ top rankings for Saginaw Chippewa Indian Tribe two percent allocations.

Approved resolution setting the initial receipt deadline date for medical marihuana facility license applications as presented.

Held work session on 2019 Operating Budget.

Postponed work session discussion on feedback received on potential Property Maintenance Standards to a future date not yet determined.

27, 2018, at 6:30 p.m., in the City Commission Room.

Presented the 2017 Historic Preservation Improvement Award to George Ronan, 201 S.
University for the renovation of the granite stairs on the front of the building which is
phase three in a series of preservation projects on the building.

Introduced newly hired Public Relations Director Darcy Orlik.

Presentation on the City’s Airport.

A moment of silence was observed for Senator John McCain.

Approved the following items on the Consent Calendar:

1) Minutes of the regular meeting of the City Commission held August 13, 2018.

2) Bid of Rowe Professional Services of Mt. Pleasant, MI for engineering design and construction services for the 2019 bridge repairs for Lincoln Bridge and Broadway Street Bridge.

3) Received proposed Ordinance to Repeal Chapter 53, Section 53.01: Storm Sewer District No. 1, of the Mt. Pleasant Code of Ordinances, in its entirety and set a public hearing for Monday, September 10, 2018 at 7:00 p.m. to hear public comment on same.

4) Authorized the Mayor to sign the MEDC grant agreement for the $15,000 grant toward the branding project.

5) Warrants and Payrolls

Postponed action on the revised Sewer Lead Policy and requested a legal opinion clarifying the City responsibility and property owner responsibility in the various situations that may require changing the lead sewer line from a back yard hookup to a front yard hookup.

Confirmed the sale of the approximately four acre parcel in Industrial Park South from the EDC to Rice & Diggs LLC for $75,000.

Authorized the allocation of $3,000 toward hosting the Back to the Bricks Promo Tour in
June, 2019.
