Summary of Minutes of the regular meeting of the City Commission held Monday, September 22, 2025, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:
11) Minutes of the regular meeting of the City Commission held September 8, 2025;
12) Experimental Aircraft Association (EAA) Chapter 907 Lease Renewal;
13) Set Public Hearing for Tuesday, October 14, 2025 at 7:00 p.m. to allow for public input on an ordinance to renew and amend the Mt. Pleasant, Michigan Mission Street – Pickard Avenue District Development Plan and Tax Increment Financing Plan, Ordinance No. 720, adopted on November 26, 1990, as amended;
14) Set Public Hearing for Tuesday, October 14, 2025 at 7:00 p.m. to allow for public input on the 2021 Fire Code updates;
15) Payrolls and Warrants.

Held a Public Hearing on the proposed Fourth Amendment (the “Plan Amendment”) to the Mission Street Pickard Avenue District Development Plan and Tax Increment Finance Plan (the “Plan”) of the Mt. Pleasant Downtown Development Authority (the “DDA”). No action was taken at this time.

Held a Public Hearing and approved the Resolution to Adopt the Master Plan update
for the City of Mt. Pleasant.

Approved a 10% match for the Mission Pickard shared use path TAP Grant application and
approved a budget amendment for same and approved the Resolution to adopt the 2025 TAP Grant Application for the City of Mt. Pleasant as presented.

Prioritized and approved submission of City requests for fall 2025 Saginaw Chippewa Indian Tribe 2% allocations.

Appointed Latricia Powell to the Zoning Board of Appeals, term to expire 12/31/27.

Held a discussion on the proclamation process.

Held a discussion on the status of the City of Mt. Pleasant as an International City of Peace.

Held a work session on Employee Climate Survey.

Adjourned the meeting at 10:21 p.m.

Fire Damages at 209 W. Broadway St. – No Injuries

On September 15, 2025 at 9:52 p.m., the Mt. Pleasant Fire Department responded to a structure fire located at 209 W. Broadway St.

Upon arrival, heavy black smoke was visible from the rear and front of the structure. The fire was located on the first floor and was brought under control by 10:26 p.m. Significant smoke and fire damage occurred at 209 W. Broadway St., and buildings on either side sustained smoke damage and minor fire damage.

No occupants, pets, or firefighters report any injuries.

The cause of the fire remains under investigation.

The Mt. Pleasant Fire Department was assisted by the Saginaw Chippewa Tribal Fire Department, Deerfield Fire Department, Shepherd Tri-Township Fire Department, Isabella Northeast Fire Department, Mobile Medical Response, Consumers Energy, DTE, Mt. Pleasant Police Department and Isabella County Central Dispatch.

Possible Fire Code Updates – Public Hearing Slated for 9/22/2025

Recently, the Mt. Pleasant City Commission discussed an update to the city’s current fire code.

The proposed 2021 Edition of the Fire Code enhances public safety, aligns with modern fire protection standards as well as ensures consistency with regional and national best practices. If adopted, the 2021 code may alter requirements to your overall business operations, facilities, and/or properties.

You are encouraged to attend a Public Hearing to learn more about the proposed updates and to provide input before the City Commission makes their decision.

8) Received Fall 2025 Saginaw Chippewa Indian Tribe 2% funding requests from City departments;
9) Received proposed 2026 Annual Operating Budget and set a public hearing for Monday, November 10, 2025 at 7:00 pm on same;
10) Resolution amending the 2025 Operating Budget;
11) Set a Public Hearing for Monday, September 22, 2025 at 7:00 pm to consider adoption of the 2025 Master Plan updates;
12) Payrolls and Warrants.

Held a Public Hearing and approved the OPRA Tax Abatement for 115 and 117 South
University for a period of 12 years.

Appointed Megan Bair to the CBD TIFA District Board.

Scheduled a Joint Work Session for Monday, November 24, 2025 in conjunction with the
Regular Meeting with the Planning Commission and property owners to discuss alternatives to the proposed Zoning Map Amendment (Z-24-01) for the five properties located southwest of Crawford and Broomfield.

Held a Work Session discussion on potential Fire Code updates.

Reservations for no fee brush chipping open on 9/29/2025, not before.

UPDATE 10/3/2025: RESERVATIONS ARE CLOSED

The city is offering 150 households, within the city limits, up to 30 minutes of no fee brush chipping during October 14 – 17, 2025. Brush chipping will be completed at curbside only, no alleys. Reservations can be scheduled beginning  September 29 at 8:00 a.m. (not before) through October 3 at 4:30 p.m., or until all spots are filled.

City of Mt. Pleasant Water Hydrant Flushing to Begin

During Fall 2025, all water hydrants north of High Street to the north city limits will be flushed. This preventative maintenance project will begin on September 8, 2025.

Properties within the flushing perimeters may notice an occasional drop in water pressure and slight water discoloration and odor. If so, you are encouraged to remove your faucet aerators and run the water until it is clear. The water is safe to drink.

During this process water may pool over roadways. Please travel with caution and do not drive through standing water. To reduce water over the roadways, and to keep the catch basins clear, residents and landscaping companies are reminded not to rake leaves into the streets until October 27.

The proposed water main flushing schedule for the months of September and October are as follows:

Week of 9/8/2025: Area inside the borders of High Street to Broadway Street and Bradley Street to Brown Street.

Week of 9/15/2025: Area inside the borders of Broadway Street to Pickard Street and Packard Road to Bradley Street.

Week of 9/22/2025: Intersection of High Street and Adams Street north to Pickard Street.

Week of 9/29/2025: Area inside the borders of Bellows Street to Pickard Street and Oak Street to Main Street.

Week of 10/6/2025: Area inside the borders of High Street to Pickard Street and Kinney Street to Mission Street.

Week of 10/13/2025: Area inside the borders of Pickard Street to River Road and Kinney Street to Brown Street.

Week of 10/20/2025: Areas inside the borders of High Street to Pickard Street and Bradley Street to Harris Street.
