Summary of Minutes of the regular meeting of the City Commission held Tuesday, May 28, 2024, at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:

4) Minutes of the regular meeting of the City Commission held May 13, 2024.

5) Agreement with Consumers Energy for continued participation in the Demand Response Program.

6) Permanent Easement for Consumers Energy Electrical Facilities for Town Center.

7) Resolution authorizing the City Manager to execute airport sponsor contracts and contract amendments with the MDOT, Office of Aeronautics on behalf of the Mt. Pleasant Municipal Airport.

8) Contract with Northern Michigan Metal Roofing, LLC of Roscommon, MI, for the Mill Pond Park Restroom/Shelter Roof Replacement Project.

9) Warrants and payrolls.

Held a public hearing on the proposed 2025-2030 Capital Improvement Plan (CIP). No action required at this time.

Held a public hearing on proposed Managed Natural Landscaping Ordinance and approved bringing the matter back to a future work session.

Conducted a Work Session discussion on Food Truck Ordinance amendments.

Adjourned the meeting at 8:16 p.m.

Nomination Petitions for Mt. Pleasant City Commission Now Available

City Commission nomination petitions for the November 5, 2024, election are available at City Hall, office of the City Clerk, 320 W. Broadway Street, from 8 a.m. – 4:30 p.m., Monday through Friday.

Completed petitions can be filed with the City Clerk starting Monday, June 24, 2024. The deadline to file is 4:00 p.m. on Tuesday, July 23, 2024. Petitions must have no less than 50 and no more than 80 signatures.

Three (3) City Commission seats are available for the term running from January 1, 2025, through December 31, 2028.

The terms of current Commissioners Liz Busch, Maureen Eke and Amy Perschbacher are expiring December 31, 2024.

Mt. Pleasant Police Investigating Bicyclist Fatality

On May 22, 2024, at 6:13 p.m., officers from the Mt. Pleasant Police Department responded to a vehicle/bicycle incident in the area of W. High and S. Henry Street. Upon arrival, officers found a 67-year-old male bicyclist from Mt. Pleasant deceased as a result of being struck by a vehicle headed westbound on High Street. The driver of the vehicle, a 57-year-old female from Mt. Pleasant, was not injured.

This is an open and on-going investigation. Anyone with information regarding this incident are asked to contact the Mt. Pleasant Police Department’s Anonymous Tip Line at (989) 779-9111 or Central Dispatch (989) 773-1000.

The Mt. Pleasant Police Department was assisted by the Michigan State Police, Mobile Medical Response, Isabella County Central Dispatch, Isabella County Medical Examiner’s office, Isabella County Sheriff Department, and the Mt. Pleasant Fire Department.

Mayor Perschbacher read and presented a proclamation recognizing Public Works Week May 19 – 25, 2024 to Public Works Director Jason Moore.

Approved the agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:

6) Minutes of the April 22, 2024, City Commission meeting.

7) Contract with Peerless-Midwest for the High Service Pump No. 2 Rehabilitation project.

8) Resolution authorizing an amendment to the Standard Lighting Contract with Consumers Energy.

9) Resolution authorizing the submission of a 2024 MDOT Shared Streets and Spaces Grant application for the Mid-Michigan/GKB Trail Project.

10) Received proposed Managed Natural Landscaping Ordinance and set public hearing for Tuesday, May 28, 2024, at 7:00 p.m. on same.

11) Warrants and payrolls.

Held a public hearing and approved the Resolution authorizing a DDA License for Narrativality Artisan Coffee Roasters, LLC and directed staff to conduct all necessary steps for DDA License.

Discussed 2024 millage rate. No action was taken.

Approved a contract extension with Nutrigro Environmental Solutions, Inc. until July 11, 2026, for biosolids hauling and land application.

Discussed Food Truck Ordinance amendments.

Approved a Resolution amending the PACE District.

Appointed Jonathan Croft to the Parks and Recreation Commission.

Held a Work Session discussion on 2025-2030 Capital Improvement Plan.

Held a Work Session discussion on Tax Increment Finance (TIF) Plan extension.

Adjourned the meeting at 8:48 p.m.
