Summary of Minutes of the regular meeting of the City Commission held Monday, September 11, 2023 at 7:00 p.m., in the City Commission Room, 320 W. Broadway St., Mt. Pleasant, Michigan with virtual options.

Approved the agenda as presented.

Received petitions and communications.

Approved the following items on the Consent Calendar:

10) Minutes of the regular meeting of the City Commission held August 28, 2023.

11) Resolution in support of final approval of Temporary Traffic Control Order #5-2023.

12) Amendment to bond counsel contract with Dickinson Wright.

13) Contract with R & T Murphy Trucking of Mt. Pleasant, MI for 2023-2024 leaf hauling.

14) Contract with R & T Murphy Trucking of Mt. Pleasant, Michigan for 2023-2025 snow hauling.

15) Contract with Fleis & Vandenbrink of Midland, MI for Professional Engineering Services – Mill Pond Park Weir & Pedestrian Bridge Repairs and Chipp-A-Waters Park Riverbank Restoration.

16) Received Fall 2023 Saginaw Chippewa Indian Tribe 2% funding requests from City departments.

17) Received proposed 2024 Annual Operating Budget and set a public hearing for Monday, November 13, 2023 at 7:00 p.m.

18) Resolution to amend 2023 Operating Budget.

19) Payrolls and Warrants.

Approved appointments to the LOCC as recommended by the Appointments Committee.

Approved the purchase of three Netzsch Peripro peristatic pumps and one set of replacement parts from Kerr Pump & Supply of Oak Park, MI.

Snow Emergencies – City of Mt. Pleasant

If a snow emergency is declared by City staff, on-street parking will NOT be permitted.

During a snow emergency, failure to remove vehicles from the street will result in a ticket. Towing may be utilized if ticketing has proven ineffective and/or the vehicles parked on the street cause a delay in snow removal.

Notice of when a snow emergency is declared, and later lifted, will be provided through the city’s social media channels, blog https://mpcityblog.com/, community information phone line (989-779-5320), local media notification, and an email alert.

Other parking ordinance guidelines are as follows:

  • Overnight street parking is allowed throughout the City of Mt. Pleasant year-round, except for the Downtown area.
  • Downtown street parking is prohibited from 4 – 6 a.m. year-round.
  • When a snow emergency is declared, all cars must be removed from the street.

Sidewalk Snow Plowing Reminders

Sidewalk snowplowing by City staff does not start until the City streets, alleys and parking lots have been cleared. City staff snowplows 25 miles of residential sidewalk, no salt is used.

For those residential sidewalks not currently being plowed by City staff, please keep the safety of your family and neighbors in mind and remove the snow from your sidewalk and mailbox approach as soon as practical after inclement weather.

For Commercial and Industrial Property Owners: City ordinance requires commercial and industrial property owners to clear sidewalks within 18 hours after sleet, freezing rain or snow stops falling, with the exception of Sundays and holidays (Thanksgiving Day, Christmas Day, New Year’s Day). In this case, snow must be cleared by noon the day following the Sunday or holiday. If the snow or ice is too hard to remove, the owner must spread enough sand or other abrasive material to make travel safe and as soon as weather permits, and must clear a path of at least 48 inches in width.
